Reports to: Regional Physical Rehabilitation Program Manager

Job Summary

Contributes to the implementation of the Physical Rehabilitation Project activities in accordance with agreed objectives and related strategies, particularly in relation to improved quality and capacity of prosthetics and orthotics (P&O) and wheelchair service provision. As a member of the physical rehabilitation multidisciplinary team, s/he contributes to the implementation of internal and international P&O standards, overall service provision standards, and monitor the quality of the services provided (from registration of the service user to discharge). S/he will personally provide services to more complicated/complex cases. S/he is also responsible to coordinate with members of Rehabilitation Technical Working Groups consist of the Ministry of Health, Rwanda Biomedical Centre, Rehabilitation service providers, Professional associations, Academia, DPOs, and International Organisation in Rwanda. S/he is responsible to support the Ministry of Health to collect information required to develop a strategy for rehabilitation in the country.
Generic Accountabilities and Responsibilities:
Promotes best practice in coordination with the Physical Rehabilitation team and is actively involved in the delivery of services to complicated/complex cases.
Collaborates and liaises with all members of the rehabilitation team to ensure a multidisciplinary team approach.
Mentors technical and clinical staff involved in the provision of P&O and wheelchair services within assisted-physical rehabilitation centre, the embedding of freshly graduated students, supports centre managers, and P&O Head of Department how to implement guidelines in order that standards are respected.
Support technical and clinical staff to perform systematic quality control procedures.
Reports on physical rehabilitation context, needs, and programmes at the internal and external level
Support Rehabilitation Technical working group and MoH to collect data required for the development and implementation of the National rehabilitation strategy.
With MOH and Rehabilitation Technical Working Group:
To implement the action points of the Memorandum of Understanding (MoU) signed between the ICRC and the Ministry of Health (MoH) Rwanda.
To assist MoH, Rwanda to adapt the existing terms of reference for Technical Working Group for Rehabilitation, organize a regular meeting, and report on the progress.
To support MoH, Rwanda in coordination to collect information for the World Health Organization’s Template for Rehabilitation Information Collection (TRIC), Systematic Assessment of Rehabilitation Situation (STARS), Guidance for Rehabilitation Strategic Planning (GRASP), Framework for Rehabilitation Monitoring and Evaluation (FRAME) and Action on Rehabilitation (ACTOR)
To support the mapping initiatives and system assessment to inform the national strategic plan.
Provide technical and managerial support to the professional council; Advocate for the profession in the national strategic plan.
With CHUK and other Rwandese PRCs:
To provide technical and clinical support to service providers such as CHUK on a regular basis to improve access to quality and sustainable rehabilitation services and achieve the specific objectives of ICRC Planning and Monitoring Tool (PMT)
To Support practical workshops at clinical facilities and participate in Beneficiary Feedback and Technical Assessment (BFTA) exercise at CHUK
To participate in the evaluation of the Essential Management System Assessment Tool (EMSAT) annually for CHUK or any other interested service providers in Rwanda.
Participate as a full member of the clinic team and enhance the “team approach” as standard patient treatment at CHUK
Advice on Clinical placement process in the school curriculum and CHUK/ Gatagara Gikondo.
Introduce a quality control at check out and promote robust monitoring and follow up procedure in the treatment protocol. Random check the treatment protocol & time schedule.
Coaches the Orthopaedic Technologists and Physiotherapists in multi/interdisciplinary team assessments/prescription static/dynamic alignments, socket fit and gait deviation analysis (multi/interdisciplinary team approach and reflective practice),
Introduce clinical indicators in treatment protocol at CHUK, to improved quality and efficiency in treatment.

(the same tools that will be introduced at the URCMHS).
Promote accessibility to quality rehabilitation services, Assess the national CPD program, support and guide content development and recommend on research topics.
With Disability associations:

To work with ICRC Administrator/ Inclusion Advisor to develop sports for person with disabilities according to the action plans in the MoU signed between the ICRC PRP and the National Paralympic Committee of Rwanda (NPCR).
To coordinate with URCMHS and the National Council for Person with Disability (NCPD) to conduct a Beneficiary Feedback and Technical Assessment (BFTA) every year at CHUK / any other service provider to improve quality of services.

To coordinate with Rwanda Society of Prosthetists and Orthotist (RSPO) and Rwanda Physio Therapy Organization (RPTO) to organize short term courses required to improve the quality of services in physical rehabilitation in an interdisciplinary team approach.
With the Prosthetics and Orthotics workshop/ Physiotherapy department and Occupational Therapy Department at URCMHS:

To follow up and report the ICRC PRP on progress of the renovation and equipping project of the Prosthetics and Orthotics workshop/ Physiotherapy department and Occupational Therapy Department at URCMHS and report on a regular basis.
To liaise with ICRC Regional PT Advisor to organize training events in Rwanda and planning of regional short terms training courses.

Establish functional outcome measures and discharge parameters for target groups in Rwanda University curriculum and services centres;
Promote accessibility to quality rehabilitation services, Assess the national CPD program, support and guide content development, and recommend research topics.
Support the faculty to develop e-learning modules; review curriculum and guide content development process for practical seminars with URCMHS faculty.

Promote peer sharing between regional schools i.e. KCMC (MOODLE); MoU between two organizations needs to be reviewed and agreed.
Guide and support the development of community services as part of the school curriculum and service provision in the national strategic plan.

General tasks & responsibilities

Help in Administrative and Finance work each time required by the regional PRP team for East Africa
Represent ICRC PRP in any forum and when required by the regional PRP team for East Africa
Gather information on research, activities in regard to rehabilitation services in Rwanda.
Participates in PMT process and annual budget preparations
Reporting
Writes minutes of meetings and submit
Report the monthly production statistics in the format of Medical Activity Data (MAD)
Writes concise field mission reports whenever goes on a mission
Contribute to ICRC PRP quarterly and annual report
Additional duties
Follows up on all work-related messages and correspondence with the relevant contacts and departments
Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contracts relevant to the position
Collects and shares information to improve the ICRC’s understanding of the environment and humanitarian trends and responses
Represents the ICRC in an appropriate way during activities, in meetings, and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
Takes responsibility for their own professional learning and development

Key qualifications and experience:

Sc. or Diploma in Prosthetics and Orthotics with an experience of working with the Ministry of Health
Skills in physical rehabilitation topics and a minimum of 2 years’ experience practicing prosthetics and orthotics
Training and teaching experience and/or pedagogic skills are a plus.
Good communication skills. Meeting with Higher Authorities, other actors and stakeholders may be frequent;
Good proficiency in English, good writing is particularly important for reporting;
Good computer skills (E-mail, Excel, Word, PowerPoint);
Knowledge of administrative and logistic procedures;
Capacity to treat the information confidentially;
Capacity to work in a team but also independently;
Excellent negotiation skills
Knowledge of the legal framework and National action
Good team management and tasks planning skills
