Regional Peace and Security expert for International Conference on the Great Lakes Region

In the framework of a multilateral commitment towards the promotion of peace and security in Africa, GIZ – German Development Cooperation – supports the International Conference on the Great Lakes Region (ICGLR) in implementing its Pact on Security, Stability and Development in the Great Lakes Region.

One field of intervention of the GIZ technical cooperation program “Support to the ICGLR” focuses on strengthening the implementation of the ICGLR’s Regional Peace and Security Programme. The overall objective of this programme is to transform the Great Lakes Region into a space for sustainable peace and security through joint and coordinated efforts and within a regional framework for the prevention, management and peaceful settlement of conflicts.

The GIZ programme focuses its support to the overall ICGLR P&S Programme in 3 key areas: (i) Peace education, (ii) mediation, (iii) institutional support to strengthen the managerial and technical capacities of the ICGLR to implement its Peace & Security mandate. Gender will be mainstreamed throughout these 3 key areas of work, in line with the international and regional Women, Peace and Security framework to implement UN Resolution 1325 and subsequent Resolutions.

In this regard, the programme will partner closely with the ICGLR Peace and Security Directorate based in the Conference Secretariat in Bujumbura, Burundi; the ICGLR Expanded Joint Verification Mechanisms (EJVM) based in Goma, DRC, the ICGLR Regional Pool of Mediators, as well as other stakeholders from the United Nations, civil society organizations etc. Close coordination and collaboration with the ICGLR Gender Directorate and ICGLR Regional Training Facility on Sexual and Gender based Violence will be a key priority of the program. In addition, the programme also directly supports ICGLR Member States to implement interventions in the area of peace education and mediation.

A – Responsibilities:

Under the direct supervision of the Head of the field of intervention Peace and Security (“Head P&S”), the expert has the following functions and responsibilities:

  • Provide support to the Head of P&S in coordination, program management and delivery of project objectives;
  • Support the Head of P&S with providing technical advice to the ICGLR Conference Secretariat on implementation of the P&S program as well as on organizational development;
  • Support the Head of P&S with the implementation of project activities in the Great Lakes Region (in particular in Burundi, Rwanda, Uganda and the DRC where the peace education program will be piloted)
  • Support communication and cooperation with a broad range of actors and stakeholders (Government, Private Sector, Civil Society, technical and financial partners);
  • Closely follow developments in the field of Peace and Security at the international, regional, and national levels and provide quarterly summary reports to the Head of P&S;
  • Support the knowledge management and external communication (communiques, articles, etc) in the field of intervention Peace and Security.

B – Tasks

Besides other duties within the context of the program assigned to the Regional Expert, s/he will fulfil the following tasks in close coordination with Head P&S”:

Management and coordination

  • Support general program management: including inputs to annual planning and mid-term reviews, monitoring of activities and budget, periodic reporting and annual reporting to donors (EU and BMZ), final evaluations;
  • Support program coordination: including organising and following-up on periodic coordination meetings with the P&S Directorate in the Conference Secretariat, the EJVM, National Coordinators and implementing partners;
  • Provides quality-control of the interventions implemented by implementing partners/contracted third parties;
  • Facilitates coordination with the ICGLR Gender Directorate and the RTF to ensure coherence of the interventions with the programs Gender/SGBV component.

Program Implementation

  • Contribute to the preparation and implementation of the program’s activities in the field of P&S (workshops and seminars, trainings, communication, etc.), including drafting of terms of references, concept notes, detailed budgets, etc.;
  • Assist in the procurement, selection and supervision of contracted third parties to implement parts of the program;
  • Technical advice to the ICGLR Conference Secretariat, EJVM, ICGLR Pool of Mediators regarding Peace and Security policy and priorities.

Knowledge Management and Communication

  • Provide inputs to the drafting of knowledge products, lessons learned/best practices papers and ensures proper documentation of project interventions;
  • Assist in the implementation of the projects’ communication and visibility matrix, including drafting content and articles for website, update project fact sheets, etc. and support ICGLR in their communication efforts;
  • In line with GIZ’s Gender Strategy, ensures that gender considerations are systematically mainstreamed in the P&S interventions.

Networking and cooperation

  • Promote technical exchange, partnerships and strategic alliances with stakeholders (government, private sector, civil society, bilateral and multilateral partners) relevant to the attainment of the program’s objectives, and identify partnership opportunities, if and where necessary.

C – Competencies

  • Project management and administration – good technical skills for project management, including budget skills and ability to identify and participate in the resolution of issues/problems;
  • Advisory Skills – quick comprehension, focus on solving problems and ability to articulate ideas in a clear and concise style;
  • Technical Expertise – knowledge of issues related to peace and security, peacebuilding, stability, the women, peace & security agenda as well as good understanding of the security, socio-economic and political challenges of the African Great Lakes Region;
  • Planning and organizing – ability to establish priorities and to plan, coordinate and monitor own work plan;
  • Organizational Development – Enhanced expertise with organizational development, preferably with government institutions in the Great Lakes Region;
  • Political Sensitivity – understanding of politics and state functioning in combination with diplomatic appearance;
  • Self-Management – Excellent ability to deliver results independently, on time, and according to highest quality standards;
  • Communication – good verbal and written communication skills as well as ability to draft/edit a variety of written reports, studies and other communications in French and English;
  • Technology awareness – fully proficient computer skills and use of relevant software (MSOffice) and other applications;
  • Teamwork – good interpersonal skills, ability to establish and maintain effective partnerships and working relations in a multi-cultural environment with sensitivity and respect for diversity;

D – Key Qualifications

  • Advanced University degree (Master’s degree or equivalent) in Social or Political Sciences, Peace or Conflict Studies, Management, International Law, or related areas;
  • At least five (5) years of relevant work experience in the area of peace and security/peacebuilding;
  • Demonstrated experience in managing projects in the area of peace and security; experience managing a regional P&S project is a distinct advantage.
  • Good understanding of policy issues related to peace and security, peacebuilding (mediation, peace education, border control etc.);
  • Open-minded, respectful and confident personality in combination with very good negotiation and communication skills;
  • Ability to work in a multicultural team;
  • Languages: fluent oral and written French and English is required. Knowledge of other languages (Arabic, German, Kirundi, Portuguese, or Swahili) is a plus.

  • Travel – willingness to travel frequently within the African Great Lakes Region and internationally, if needed over weekends.

The expert will be based in Kigali / Rwanda with frequent travels inside and outside the Great Lakes Region. The expert will spend up to 40 percent of her/his working time travelling outside of Rwanda, including to Burundi and the DRC.

This position is open for all ICGLR member countries applicants. However, the contract for this position is regulated by GIZ Rwanda national personnel employment policy and Rwandan Law. Depending on the origin/resident of applicants, additional benefits package will be provided to the selected candidate.
