 HUMANITY & INCLUSION IS SEEKING A PROJECT LOGISTICS OFFICER -RWANDA PROGRAMM

1.    HISTORICAL BACKGROUND OF THE PROGRAM

Handicap International Federation (HI) Rwanda which operates under the name Humanity & Inclusion is an independent and impartial International Organization that was founded in 1982 and operates in Rwanda since 1994. It envisages a Rwanda society that is inclusive, supportive, and respectful of the rights of vulnerable people and especially persons with disabilities. Working alongside persons with disabilities and other vulnerable people, it commits itself to meet their essential needs, improving their living condition, and promoting respect for their dignity and their fundamental rights. It does so by supporting the policies and initiatives of public authorities and civil society to advance the rights of vulnerable people, particularly persons with disabilities across Rwanda.

In partnership with UNHCR and the Ministry in charge of emergency management (MINEMA) formerly known as the Ministry of Disaster Management and Refugee affairs (MIDIMAR), HI launched its operations in Refugee camps of Rwanda since 2015, responding to the specific needs of persons with disabilities, elderly people and persons with mental health and psychosocial issues in urban areas, Congolese and Burundian Refugee camps of Rwanda. In Sept 2019, HI extended its psychosocial support interventions in Gashora camp that host evacuees from Libya under the Emergency transit mechanism (ETM).

In this Framework, HI seeks to recruit a logistics officer that will support the project team to Implement a UNHCR-funded project titled “Strengthening Inclusion and participation of persons with specific needs in humanitarian interventions in Rwanda” which aims to improve the living condition of the aforementioned target beneficiaries. S/he will support the project team to deliver timely response to needs of persons with specific needs in Urban areas: Kigali and Huye,6 Refugee camps: Nyabiheke, Gihembe, Kiziba, Kigeme, Mugombwa, Mahama and Gashora ETM. Under direct supervision of the Deputy Project Manager, the Project Logistics Officer will be responsible for weekly collection of purchase requests from the project field staff and submit them to the logistics office. The incumbent will be in charge of making the project supply plan and regular follow-up of: the purchase requisitions, purchase orders, invoices, delivery note and ensure that all payments are made in accordance with HI procedures.

2.    Specific Roles and key responsibilities 

  • Prepare the project supply plan and make regular tracking of: the purchase requisitions, purchase orders, invoices, delivery note and ensure that all payments are made in accordance with HI procedures.
  • Participate in the process of procuring the project supplies and ensure timely delivery of all purchased items to the intended beneficiaries
  • Proper tracking of all items dispatched in each location and make sure the distribution lists are submitted to the logistics office
  •  Monitor the procurement plan and submit monthly, quarterly and annual reports to the Deputy Project manager
  • Safekeeping of electronic copies of the distribution lists submitted by the project staff
  •  update the database of the project beneficiaries on monthly basis
  • Participate in annual evaluation of project suppliers
  • Compile cash requests (DT) and weekly travel plans submitted by the project team and submit them to the Deputy Project manager
  • Actively Participate in Capacity building of the project staff on safekeeping of the project logistics including: computers, modems, tablettes, telephones etc.
  • Participate in the process of organizing project events, e.g., coordination meeting, seminars, workshops, awareness raising campaigns, training, etc.
  • Ensure that community mobilizers receive their monthly payments without delay
  • Perform other relevant responsibilities and tasks assigned by his/her line manager
  • Ensure logistics requirements take disability and gender-specific needs into consideration
  • Provide technical support to the existing self-help groups and VSLAs initiated by persons with specific needs and other refugee community members in order to increase their saving and business management skills.

3.    Required Qualification and competences

  Essential Preferable
Qualification(s): Bachelor’s degree in business administration, management, logistics, accounting, finance or other related fields. Graduate certificates in logistics and supply chain management
Experience (type and length of experience):

 

  • General logistics management
  • Supply chain Management
  • Management of suppliers

 

 

 

  •  Minimum three years of experience undertaking similar responsibilities in international NGOs
  • A proven experience of working with persons with disabilities engaged in self-help groups or VSLA activities, will be an added advantage
Competencies (knowledge, skills required for the job, (see skills repository):

 

  • Proficiency in logistics and supply chain management tools
  • Good mastery of filing and archiving of documents
  • Proven ability to properly manage stock and multiple supply chains
  • Good communications skills both written and oral expression in Kinyarwanda, English and French
  • Good verification and data entry skills
  • Thorough understanding of MS office applications: Word, Excel, and Outlook, and other logistics software packages necessary to accomplish routine tasks
  •  Very good knowledge of English, French and Kinyarwanda

  • Ability to perform multitasks and demands in a more complex stressful working environment
  • Ability to work under pressure and overtime when deemed necessary
  • Discretion regarding the activities of the organization and confidential information of which he/she is aware (budgets, salaries, allowances, contracts …).
  • Ability to make good plans, prioritize and meet deadlines
