Monitoring & Evaluation Specialist

Role Overview

The M&E Specialist will support clinical leaders at Partners In Health (PIH) and our government counterparts to make data-driven decisions to improve the quality of health care for one million Rwandans in PIH Rwanda’s catchment area in Southern Kayonza, Burera, and Kirehe. They will visualize data from existing data sets and accompany decision-makers as they interpret the data.

The M&E Specialist will support the design of monitoring and evaluation systems that help leaders and key stakeholders monitor quality of care across the five clinical areas of focus. They will contribute to the informatics team by bringing in the statistical analysis and data visualization expertise needed to make data-driven decision-making easy and accessible to all leaders within the organization. The Specialist will report to the Health Information Systems (HIS) Implementation Manager. They will be a member of PIH Rwanda’s Internal Evaluation Working Group, which supports the evaluation infrastructure of the organization and builds capacity amongst mid-level evaluators within the organization.

Responsibilities

  • Support design and start implementation of a multi-year evaluation to measure quality of care in PIH’s clinical areas of focus for the five-year strategic plan
  • Create compelling and accessible data visualizations that can be used at decision-making forums such as senior leadership team meetings, all manager’s meetings, departmental meetings, data sharing meetings with partners, etc.
  • Advise the informatics data teams on data interpretation for data-driven decision making
  • Conduct trainings on data visualization and interpretation
  • Update and track the informatics curriculum, ensuring that it is adapted to the new strategic plan
  • Contribute to informatics meetings and workshops

Skills and Experience

Items indicated with an asterisk (*) are required

  • At least two years of experience using quantitative analysis in a professional setting, including experience with statistical packages for data analysis, such as STATA, SPSS, or R*
  • Experience presenting data visualizations to stakeholders to assist in data-driven decision making*
  • Experience with various data visualization tools, such as Tableau, Power BI, or others*
  • Strong project management skills, as evidenced by exceptional results in an academic or professional setting
  • Experience training, mentoring, or coaching new and experienced decision-makers in the interpretation of data
  • Demonstrated ability to motivate others to achieve shared goals
  • Experience developing and facilitating training workshops
  • Willingness to travel to rural areas
  • Ability to operate with minimal supervision
  • Strong accountability and attention to detail
  • Demonstrated cultural awareness
  • Able to effectively manage through ambiguity and changes in priorities
