Civil Engineering Specialist

Role Overview

The Civil Engineering Specialist will provide technical support to the Medical Technology Division (MTD) team to assess the current infrastructure projects execution processes, review project implementation challenges from the past 10 years, and help develop new infrastructure standards and guidelines, in addition to other infrastructure projects management related tasks. The Civil Engineering Specialist will report to the Medical Technology Division Manager at RBC.

Responsibilities

  • Conduct an analysis of the collected data of current health infrastructure status. Identify infrastructure in need of maintenance and advise on a way forward
  • Assist in the elaboration of a maintenance plan for all public health infrastructure facilities that can be implemented by the decentralized levels
  • Develop guidelines and standard operating procedures (SOPs) for healthcare infrastructure design and management
  • Conduct trainings on health infrastructure projects design, standards, and their management
  • Propose designs for healthcare facilities, per service packages, to help guide future construction
  • Prepare a draft implementation agreement between the Rwanda Biomedical Centre (RBC) and the Rwanda Housing Authority (RHA), to empower both institutions and clarify their responsibilities and tasks

Skills and Experience

Items indicated with an asterisk (*) are required

  1. Bachelor’s degree in civil engineering, hospital infrastructure design, or a construction related area*
  2. At least three years of relevant professional experience*
  3. Familiar with rules and regulations of construction and healthcare related standards and requirements*
  4. Strong interpersonal and communication skills, including the ability to interact with patients and health providers
  5. Familiarity with patient flow and standards required for healthcare building designing
  6. Strong organizational skills and excellent attention to details; flexibility, independence, and creativity
  7. Excellent strategic and operational planning and monitoring skills to assist in effective and efficient management decisions
  8. Ability to work on a team to achieve common goals
