Applying GIS to develop, maintain and general management of Rwandan feeder roads network in a systematic and structured manner through planning and development processes.
The specific duties of the position :
• Provide quantitative and geospatial baselines for the road network and update the geospatial database regularly ;
• Create sector and district level maps for Feeder Roads with their road reserves
• Oversee the maintenance of the control points/bench marks used for topography done during study or during execution ;
• Develop the use and capacity for a GIS based dynamic information framework as a decision support system responsive to the project result framework for monitoring and evaluation ;
• Create, collect, update, and maintain GIS databases; development of component layers and structure of spatial data; acquire, collect, exchange, share and integrate digital data;
• coordinate the continuous development, operation and maintenance of the GIS, create geoprocessing models and python scripts for daily updates, including components of the system database system hardware and software
• Map potential borrow pits, stone quarries, dumping sites with respect to the roads in interest and create a one stop information access point;
• Provide assistance in land valuation by providing required geospacail data to cross
– check whether provided land title is matching the plot on site and providing litigation measures on land related disputes ;
• Liaise with Rwanda Land Management and Use Authority (RLMUA) to litigate the land related disputes ;
• Explore the existing maps, shape files, KMZ files, for RTDA, and other MININFRA agencies and link them with national/district land use plans and interpret to the management in order to prevent compromise;
• Keep the spatial and attribute data generated in the national feeder roads master plan in editable and safe mode;
• Analyze and make reports on the deliverables related to the GIS data and advise the management on the appropriate action to make;
• Liaise with Rwanda Meteorology Agency to analyze the meteorological regular warnings and advise the RTDA management and/or specific project management on the favorable execution period;
• Develop GIS applications and web apps in ArcGIS in support of RTDA goals, coordinates and prioritizes feeder roads development projects with respect to other sister MININFRA agencies;
• Design and provide a training tool to support GIS officers at District level to manage their roads;
• Participate in road network mapping and classification.
• Perform any other activities in line with his duties requested by RTDA Management.

Job Profile

Master’s degree in Land Surveying, Land Use and Regional Development Planning, Geographical Sciences and Urban Planning and Geography with at least 1 year working experience or A0 in Land Surveying, Land Use and Regional Development Planning, Geographical Sciences and Urban Planning and Geography or a related discipline with 3 years of working experience.
Other desirable skills:
• Requires knowledge of GIS/ESRI software and application programming languages such as Python.
• Team player and creative.
• Strong communication skills, with good report writing skills
• GIS professional certification will be an advantage desirable but not mandatory
