The French Institute of Rwanda is looking for a Secretary General – Stage Manager

Presentation :

The Francophone Cultural Center – Institut français du Rwanda was inaugurated by the President of the French Republic in May 2021. This 4000m² site hosts a language and exam center, a media library, an exhibition space, a cinema, a open stage and bistro.

Imagined as a platform for cultural exchange and artistic dissemination, the cultural center is connected to the network of 98 French Institutes around the world, particularly in the African Great Lakes Region, to major French and French-speaking cultural establishments.

Its project is structured around the dissemination of the Francophonie, African artistic emergence, Francophone artistic excellence and youth.

Main objective of the position:

The Secretary General manages and supervises the operation and financial management of the Institut français du Rwanda, an institution dependent on the Ministry of Europe and Foreign Affairs and with financial autonomy (EAF).

He / she has a transversal management and administration function.

He / she is responsible for general affairs (organization and operation), budgetary and accounting matters, human resources management, logistics and security.

He / she actively contributes to the development of the establishment policy (strategic axes, multi-annual projection) and its operational implementation. He / she has an advisory and decision-making role.

These include:

Financial and budgetary management:

Budget preparation, preparation and monitoring
Preparation and development of amending decisions
Implementation of management optimization tools
Analysis of budgetary accounts and monitoring of dashboards
Monitoring of budgetary and accounting internal control (CIBC with the director) The SG is a member of the governance committee

Management and monitoring of funds and staff of the cooperation and cultural action service, in conjunction with the director and sectoral attachés

Monitoring and updating of accounting procedures
Inventory and archiving management
Monitoring and payment of invoices
Monitoring of the establishment’s receipts
Monitoring and checking of the cash of the bank account with supporting documents (the SG is a signatory of the expenditure management bank account)
Budget entry and monitoring on the ADMILIA AGE V.12 tool
Preparation and composition of the financial account in coordination with the regional accountant and the accounting assistant
Human resources management (ADL and VI):

Contracts, endorsements, hiring and dismissals
Rules of procedure and procedure
Social dialogue, monitoring and application of local labor legislation, monitoring of the functional organization chart
Coordination and supervision, management of schedules and holidays
Establishment of training
Administrative management of service providers and trainees
Management of payroll and administrative declarations to the Rwanda Revenue Authority
Logistics, material and property management:

Management of the establishment’s material issues: furniture, real estate, equipment, maintenance, security
Establishment of a purchasing and investment policy
Contacts with suppliers, rationalization of acquisitions
Risk management, compliance with the application of safety instructions
Daily management of EAF activities:

Planning of activities

Logistics of operations and events in coordination with the organizing services, including the regularity of conventions and contracts.

Qualifications required:

Significant experience in the management, accounting of a French institution (mastery of accounting software).
Experience in the diplomatic cultural network appreciated.
Strong appetite and proven ability in organization and management.
Mastery of security rules in ERP highly appreciated.
Perfect command of French and English, both oral and written, fluency in Kinyarwanda will be appreciated.
Sense of organization and autonomy.
Rigor, honesty, diplomacy, discretion.
Ability to report to his superiors.
Very good synthesis and analytical skills.
Strong attention to respect for procedures and deadlines.
Perfect command of office automation tools, in particular Excel.
Available on certain evenings and weekends.
