RECRUITMENT NOTICE OF (E) DIRECTOR (TRICE) FOR OP E RATION
” Rwanda Organization for Epilepsy ” ROE is a Non Governmental Organization which is conducting its activities in Rwanda and headquartered in Kicukiro District, Province of Kigali City. Its objective is the fight against epilepsy in different areas, including health, psycho-social and legislative.
In the good management of its activities, Rwanda Organization for Epilepsy would like to recruit an operations manager as part of a salaried position with a specific contract:
Job Description
The Director of Operations is responsible for the implementation of the activities of the Organization. He (she) wants the organization to meet its IT, financial and tax obligations as well as compliance with donor rules and internal organizational rules.
Responsibilities and t â tasks
More specifically, he / she is responsible for:
1. Operational management
a) Design the implementation of the project and strategies with the team of volunteers from the organization and propose the contractualization modalities necessary for the implementation of the activities
b) Propose the orientations for the development of new projects within the framework of the operational strategy of the donor
c) Directing the execution of the project and the modalities of project monitoring.
The Director of Operations is responsible for: the coherence and coordination of the activities of the Organization, with a view to achieving results; to report and propose orientations and recommendations regarding the strategic situation and the operational implementation of the organization;

2. Administrative, financial and material management
With the support of the organization Legal Representative and his committee, the Director of Op e rations is responsible for:
a) Manage financial resources in line with the organization’s budget framework as well as in accordance with the rules of the institutional donors concerned,
b) Establish and respect the budget plan, ensure its periodic update according to the monthly calendar reporting
c) Manage the financial plan and monitor the budget of projects (analyze discrepancies, anticipate changes, propose budget adjustments and issue recommendations);
d) Prepare monthly cash flow forecasts and the monthly report in accordance with the donor management procedures
3. Management of the organization team
As part of the organization’s human resources management and as line manager, the operations manager
a) Is responsible for the application of the internal rules of the organization within his team.
b) Ensures good internal communication, efficient flow of information between project staff and the rest of the Rwanda program.
c) Directs the actions of the team towards the expectations of the organization.
4. Partnership management
As part of the partnership management, project development and the image conveyed by HI, the (the) director (trice) of Op e rations is supported:
a) the proper execution and implementation of contracts for which he is responsible;
b) relations with partners: it ensures their full participation in the programming, execution and evaluation of activities;
c) involve the project partners in order to take their expectations into account and, if necessary, to negotiate requests that do not fall within HI’s initial objectives;
d) the preparation and reporting of the meetings of the project steering or monitoring committees;
e) to participate in activities organized by or with partners, beneficiaries in connection with its field of intervention (meetings, conferences, seminars, etc.)
5. Management of the technical framework
a) Support the organization in all that is technical in the implementation of activities: training of actors, beneficiaries, etc.
b) Collect and formalize the tools and methods developed within the framework of the organization.
c) Align with the policy of the donor and that of the Ministry when implementing technical activities.
6. External management of the organization
a) He / she participates in the global strategic reflection of the donor.
b) He / she participates in the proper transmission of the image, ethics, strategy and work methodology specific to the HI Rwanda program and to the organization itself.
c) He / she participates in coordination meetings internal to the HI program and within RBC.
d) He / she participates, under the delegation of the Legal Representative of ROE, in the Steering Committee
Profile expected
Capacities:
- He / she should know the health system in Rwanda from the national level to the community level
- He / she must have a very strong sense of organization
- He / she must master Microsoft office (MS Word, Excel, Power Point,)
- He / she must be able to use management software
- He / she must be organized and resistant to stress.
- He / she must be relational and able to communicate
- He / she must have availability, thoroughness, concentration, integrity and logical mind
- Fluent use of English and / or French and Kinyarwanda
- Total discretion regarding the activities of the organization and its members outside the professional framework
- Ability to work in a team and involve stakeholders and partners
Required qualities :
- Have a good analytical mind
- Knowing how to synthesize and coordinate
- Being able to manage your time to better achieve results and objectives
- Able to work under stress
- Know how to seek and find information to develop the relationship with the international and national level
- Good training capacity of partners and other actors in its field
- Have initiative
Diploma :
- Graduate degree at A0 level or its equivalent in Public Health, Social Work, Psychology, Administration and other related fields.
Experiences:
- Minimum 10 years of experience in the field of project management in the field of health, organization and management of the team. Experience in non-governmental organizations is an asset.
