NOTICE OF CALL FOR EMPLOYMENT 

Data Collection Officer

You have a taste for challenges, a real commitment to development and a deep sensitivity towards vulnerable people in general and disabled people in particular, then this recruitment notice concerns you!

Handicap International Federation, which implements its programs under its operational name  “Humanity & Inclusion”  is recruiting for its project  “Promoting the integrated development of children and inclusive services for all in Rwanda) ” a collection of data  as part of a salaried position on a permanent contract, with a trial period of 3 months. 

FUNCTION DESCRIPTION 

Under the direct responsibility of the Zone 2 Project Supervisor, the Data Collection Officer’s main mission is to operate the project’s data management tools and ensure quality control of the various data passing through the assignment project. 

More specifically, he/she is responsible for:

  • Collect field data as part of monitoring and evaluation surveys
  • Supervise/ensure data entry
  • Carry out data processing and cleaning
  • Ensure the archiving of databases
  • Identify measures to improve data quality

Wish

Diploma(s):

  • A0 level postgraduate degree or equivalent in computer science specializing in data management/information management or degree in related field 
  • Additional training related to monitoring and evaluation 

Experiences:

  • Experience in information management, structuring and data quality
  • Quantitative and qualitative data collection, qualitative analysis 
  • Statistical analysis and data visualization
  • At least 3 years’ experience in monitoring and evaluation and learning
  • Experience in working with organizations (at least 2 years).
  • Experience of at least 3 years in development projects. 
  • Knowledge of policies related to disability and access to inclusive services in Rwanda
  • Knowledge of actors and national policies in Rwanda
  • Knowledge of the Early Childhood Development sector 
  • Knowledge of the Attentive Care Framework is an asset

Skills:

  • Computer fundamentals
  • Mastery of office automation and collaborative tools
  • Good knowledge of the founding concepts of monitoring and evaluation, planning and coordination of qualitative and quantitative surveys, dissemination of results, capitalization and continuous learning  
  • Good writing skills and fluency in  French  or  English
  • Ability to work in a team and involve stakeholders and partners
  • Experience in one or more of the following areas: national policies on disability, development of projects on personalized support for people with disabilities, development, etc. 
  • Experience with the Ministry of Local Administration and Handicap International and their technical tools is a plus.
