Background
UNICEF Rwanda CO is looking for a highly motivated and qualified Communication Consultant at a junior level to support the implementation of various External Communication projects, tasks, and activities for a duration of six months. This will include identifying news stories, developing media and briefing materials; ensuring rapid and accurate information dissemination to the media and other appropriate audiences; developing and maintaining effective relations with media organizations; preparing internal documents to assist in responding to media inquiries; monitoring, advising on and responding to issues relating to UNICEF’s work in general.
Under the supervision of the Chief of the Communication, Advocacy and Partnerships section, the selected candidate will support the CO in planning, implementing, monitoring and evaluating an advocacy and communication strategy to get children’s and women’s issues into the public domain, strengthen political will in support of UNICEF’s mission and objectives in the country, and enhance the organization’s credibility and brand.
Justification
The consultancy will support implementation of the External Communications vertical of the Communications 360 Strategy. The consultancy will ensure that RCO social media assets are regularly updated and video and photo content is created which supports the office sitreps, donor reports and broader public advocacy.
Objectives
Implementation of the external vertical of the Communication 360 Strategy in support of Rwanda Country Office’s public advocacy.
Work Assignment
1. Communication workplan: The production of communication products and materials are timely executed and followed up to support the country office communication strategy, regional and global campaigns and priorities, and to support resource mobilization as set out in the work plan.
2. Media relations: Effective and timely professional assistance and support are provided in developing, drafting and maintaining contact information, materials and relationships with journalists and media outlets covering all media – print, TV, radio, web etc. – in the country, to communicate the story of UNICEF’s cooperation to a wider audience.
3. Monitoring and evaluation: Regular monitoring and evaluation activities are undertaken according to the work plan to ensure maximum impact and continuous improvement of country communication efforts. Results and reports are prepared and shared on a timely basis.
4. Management of partners and special events: The Country Office’s contact list of individuals, groups, organizations and fora (including Government, UN, and bilateral counterparts), is maintained and further developed, whose support is essential to/can assist in achieving the advocacy and communication objectives and who support and are able to actively participate in special events and activities that further the country programme goals.
5. Partnerships: Opportunities for resource mobilization and partnerships with bilateral donors, international financial institutions, multilateral organizations, as well as the private sector and others are monitored. Opportunities to advocate for child rights are identified, with a special focus on private sector activities. Donor reports are prepared and submitted in a timely way.
Deliverables
• Development and implementation of the communications plan for UNICEF@75 activities.
• Regular drafting of press releases, statements for the Representative, and talking points as required.
• Drafting of monthly Human-Interest Stories for regular updating of the UNICEF Rwanda website
• Ensure visibility requirements are met for donor reports, as per the CO Donor Visibility Plan in close consultation with Programme Monitoring and Evaluation section.
• Drafting of daily social media messages as per the approved country office social media posting plan.
• Support to development of communications and partnership strategies of the office.
• Oversight of communications workplan and budget.
• Collaboration with C4D officer to amplify RCCE messaging and organize media briefings on RCCE.
Evaluation Criteria
The Technical proposal is weighted at 70% and 30% for the Financial proposal.
Please note that the final remuneration will be negotiated by HR.
Payment Schedule
Payment is linked to agreed deliverables upon satisfactory completion and certification of deliverables by the supervisor. Ideally, please complete below table linking deliverable, timeline and amount to be paid.
- Submission of monthly completion report Monthly: 17% of total agreed amount per month
General Conditions: Procedures & Logistics
Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
If the assignment is performed remotely, no DSA is applicable.
In case the selected consultant is relocating from outside Rwanda, UNICEF will provide economy class ticket at the beginning and end of consultancy.
UNICEF will provide transport and DSA for missions within Rwanda.
UNICEF will provide office space but the consultant is required to being her/his own laptop.
To qualify as an advocate for every child you will have…
1. Education
University degree in Communications, Journalism, Public Relations or a related field.
2. Work Experience
Two years practical professional work experience in communication, print and broadcast media, or interactive digital media.
International and national work experience (for IP). Field work experience (for NO)
3. Language Proficiency [ I ]
Fluency in English and another UN language.
Knowledge of Kinyarwanda is an asset.
