• Position Summary

The Chief Financial Officer (CFO) provides strategic leadership and oversight of all financial operations for PIH Rwanda. This role is responsible for safeguarding the organization’s financial integrity, ensuring long-term sustainability, and maintaining full compliance across all financial functions, including accounting, budgeting, restricted grant management, procurement, and financial support for programs and operations.As a key member of the senior leadership team, the CFO serves as a strategic partner in organizational planning and decision-making, driving financial strategies that support programmatic impact and growth. Working in close collaboration with the PIH US Coordination Finance team, the CFO ensures alignment with global financial policies, procedures, and standards, while adapting systems and practices to meet IMB’s local context and operational needs—maximizing efficiency, accountability, and impact.

• Responsibilities

A. Team Leadership & Management (20%) 

• Lead and manage senior team members across Accounting, Procurement, and Financial Planning & Analysis (FP&A)
• Set clear priorities and performance expectations, ensuring accountability for results and quality
• Provide ongoing coaching, mentorship, and professional development to strengthen team effectiveness
• Foster a high-performance culture grounded in continuous improvement, learning, and excellence

B. Overall financial management (40%): 

• Design, implement, and continuously strengthen integrated financial management systems, policies, procedures, and internal controls across all operations, including district offices
• Ensure strict adherence to financial processes, internal controls, and asset safeguarding practices
• Deliver financial training and capacity building for both finance and non-finance staff and partners
• Provide regular financial insights and updates to the senior leadership team to inform strategic decision-making
• Oversee organizational risk management, including cash flow monitoring and mitigation of foreign exchange risks
• Manage organizational liquidity, including execution of monthly wire transfers and cash flow oversight
• Collaborate with PIH headquarters and local IT teams to resolve issues related to financial and inventory systems

C. Accounting & Audit (15%): 

• Review and approve monthly payroll, ensuring appropriate segregation of duties
• Manage relationships with external auditors and oversee all audit processes
• Serve as the primary finance liaison for audits, coordinating internal requirements and reviewing audit findings and recommendations and preparing management responses.
• Oversee audits of fund transfers to supported district hospitals and health centers
• Ensure timely and accurate completion of monthly close processes and reporting to the PIH US Finance team
• Partner with US Coordination Finance on year-end closing and adjustments

D. Budgeting & Grant Financial Management (5%): 

• Oversee organizational budgeting to ensure accuracy, consistency, and alignment with strategic priorities
• Ensure all expenditures comply with donor requirements and are managed effectively throughout the grant lifecycle
• Support the FP&A Director in establishing realistic timelines and deliverables for annual and mid-year budgeting processes

E. Procurement (20%): 

• Ensure IMB procurement policies and procedures manual are being followed
• Regularly review the PIH/IMB procurement policies and procedures manual and recommend amendments to meet changing organizational needs and supply chain landscape
• Review and approve tender analysis reports and price negotiation reports
• Review and provide advice to the Executive Director on contract terms in procurement contracts
• Provide regular updates to senior leadership on tender processes, contracts awarded, and supplier performance.
• Oversee the procurement planning process and ensure that specifications and terms of reference are clearly developed
• Monitor procurement implementation to ensure that all procurements take place within the fiscal year and minimize spill over into the next fiscal year budget

Qualifications:

• Bachelor’s degree in Finance, Accounting, Business Administration or a related field.
• A Master’s degree (preferably MBA or MSc in Finance/Accounting) is required.
• Professional certification as a CPA (Certified Public Accountant) or ACCA (Association of Chartered Certified Accountants) is mandatory.

• Deep understanding of International Financial Reporting Standards (IFRS) is preferred.
• Minimum of 10–15 years of progressive experience in financial management, with at least 5 years in a senior leadership role (e.g., Director of Finance or CFO), ideally within the nonprofit, global health, or international development sector
• Prior supervisory experience required.
• Demonstrated experience managing complex, multi-source funding portfolios, including restricted grants from institutional donors
• Strategic thinker with the ability to translate financial data into actionable insights
• Excellent communication skills, with the ability to engage and influence senior leadership and non-finance stakeholders
• Proven budgeting, project management and financial reporting experience
• Proven audit experience
• Proven skills in managing change, achieving results, ensuring quality, and building teams and capacity
• Excellent skills with analytical tools including Microsoft Excel
• Proficiency with accounting software such as Microsoft Navision or Serenic Navigator, Sage or Pastel
• Registered member of ICPAR (or recognized equivalent) is mandatory.
