A health and nutrition program manager

To be filled: Immediately / as soon as possible

Location: Kigali (Rwanda)

The Swiss Agency for Development and Cooperation (SDC) is the body of the Federal Department of Foreign Affairs (FDFA) responsible for international cooperation. It is responsible for coordinating development cooperation, as well as Swiss humanitarian aid.

Swiss development cooperation is active in three priority themes in the Great Lakes region: governance and media, employment and economic development, as well as health and nutrition. The SDC coordinates its actions in Rwanda, Burundi and the Democratic Republic of Congo (DRC) through a regional program.

The regional directorate is based in Kigali, Rwanda

As part of the renewal of its regional strategy, the SDC in Rwanda is looking for candidates for the post of:

Health and Nutrition Program Officer

The SDC is committed to participation, transparency and accountability, to equal treatment and non-discrimination, as well as to the effectiveness of its action and of the partners engaged with it. In general, the objective is to contribute to the creation of an environment in which the rule of law and human rights, equality between women and men, the appropriate distribution of powers and macroeconomic stability to enable economic development and the rise of the private sector.

Switzerland contributes to improving the state of health and well-being of the populations of the Great Lakes region with programs that primarily target the health of mothers and children, a commitment to the determinants of health such as reproductive health, violence against women and malnutrition. Switzerland’s support promotes gender equality.

Switzerland’s Development Cooperation has been involved in the provision of basic health services in Rwanda since 2002. Since 2010, it has also focused on the fight against violence against women, digitalization in health, sexual and reproductive health of adolescents as well as nutrition.

POSITION:

The national health and nutrition program officer is placed under the supervision of the regional cooperation director and will manage national and regional programs.

REQUIRED QUALIFICATIONS:

  • University degree (Master) or deemed equivalent, in public health, health economics.

PROFESSIONAL EXPERIENCE

  • Professional and practical experience in development cooperation and project management.
  • At least five years of experience in the health sector, nutrition and related fields as well as in the management of health or nutrition projects.

LANGUAGES

  • Excellent command of French, English and Kinyarwanda.
  • Knowledge of Swahili is an asset

REQUIRED SKILLS

Professional skills

  • Good knowledge in the field of health and nutrition in Rwanda and knowledge of health and nutrition issues in the Great Lakes region
  • Ability to develop visions and strategies in the field of health and nutrition, concretizing them through objectives, conceptual tasks and operational procedures.
  • Ability and ability to make decisions and propose new ideas with a good analytical mind, synthetic and pragmatic
  • Excellent knowledge of planning, monitoring and evaluation tools for cooperation programs and projects (PCM)
  • High degree of individual autonomy and sense of personal responsibility, creativity and ability to innovate as well as a willingness to learn and participate in change
  • Mastery of gender, governance and conflict sensitivity issues for health and nutrition.
  • Proven leadership skills; advocacy and political dialogue
  • Proven experience in the implementation and monitoring of development programs
  • Excellent writing skills in French and English
  • Confirmed knowledge of Windows programs (Word, Excel, Powerpoint, Outlook);
  • Interest and availability to carry out field trips in Rwanda, Burundi and DRC (eastern DRC).
  • Good knowledge of the United Nations system

  • Ability to create contacts and create networks including intercultural communication skills and interpersonal skills, listening and team exchange

Responsibilities:

Program / project / PCM management

  • Responsibility for the strategic, operational, administrative and financial monitoring of the health and nutrition field in Rwanda:
    • Program “Nutrition in the Great Lakes region” on the multisectoral approach to fight against chronic malnutrition
    • “Psychosocial program in the Great Lakes region” on the fight against violence against women,
    • “DYNAMIC” program on the use of electronic tools in the treatment of childhood illnesses,
    • “Safeguard Young People SYP” program on adolescent sexual and reproductive health;
    • Gender program on ”  GBV Prevention, response and women’s economic autonomy”
  • Contribution to the design, planning, implementation and monitoring of Switzerland’s commitments in the area of ​​health and nutrition in the Great Lakes
  • Methodological, conceptual and technical support to implementing partners.

Coordination and advocacy

  • Coordination and animation of the health and nutrition field within the regional program, active contribution to regional processes and knowledge management;
  • Active participation in political dialogue and advocacy with partners and stakeholders (donors, United Nations, Government) on health, nutrition and gender issues
  • Represent the SDC in coordination fora related to health or nutrition (eg HSWG, TWGs, HDPs group, etc.)
  • Active participation in the highlights of the Great Lakes SDC (Mid-term review, Annual report, Face to Face health, conferences and workshops) and for cross-cutting themes Gender, HIV / AIDS, Governance, Climate change
  • Active participation in key moments for SDC Great Lakes health and nutrition programs (management committee, steering committee, field visits)
  • Coordinator with the regional team at the thematic level, as part of portfolio reviews and in the drafting of the annual health and nutrition report
  • Organize, animate, and / or participate, with internal and / or external stakeholders, at regional, national and / or international level, in working groups, technical commissions, meeting.
  • Support project implementation partners in the implementation of policies and strategies in the areas of health, nutrition and gender-based violence;

Themes:

  • Monitoring of the development of the health and nutrition system in Rwanda includes the digitalization of health

Successful candidates will be submitted to a written test to confirm their technical, linguistic and editorial skills.

Location  : Kigali, Rwanda with trips to the Great Lakes region (Burundi and DRC)
