Job Description


Background

VVOB- EDUCATION FOR DEVELOPMENT, A BELGIAN NON-PROFIT ORGANISATION THAT FOCUSES ON IMPROVING THE QUALITY OF EDUCATION

In cooperation with Rwanda Education Board (REB), the University of Rwanda – College of Education (URCE) and affiliated Teacher Training Colleges (TTC), VVOB started a multi-year programme on Leading, Teaching and Learning Together (2017-2021). The cooperation programme aims to improve the quality of primary and secondary education through strengthening the existing education system in Rwanda, with a focus on improvement of the professional development of school leaders and induction of new teachers.

VOB is currently looking for the Research Coordinator to strengthen our team. (S)he works in the Monitoring, Evaluation, Accountability and Learning (MEAL) team and in close collaboration with the team of Education Advisors. (S)he reports directly to the Programme Manager.

Job description

The Research Coordinator is an expert in carrying out and supporting research on the implementation, impact/effects and costs of VVOB’s programmes in Rwanda, holds delegated responsibility for the overall support to ensure effective implementation of the M&E system of VVOB Rwanda; for the 2017-2021 Programmes on “Leading, Teaching and Learning Together” and actively promotes evidence-based learning within VVOB. The Research Coordinator also takes part in advocacy and networking in the education sector in Rwanda.

As an Expert, the Research Coordinator is responsible for:

Coordination of research, including a randomized trial to assess the cost-effectiveness of professional development trajectories for teachers and school leaders in close cooperation with a Consultant and the VVOB Researcher;
Training data enumerators and qualitative researchers;
Coordination of field activities and collection of quality data;
Compilation and analysis of quantitative and qualitative programme data and contribution to subsequent reporting;
Integrating and complementing quantitative research with qualitative research (eg. Focus group discussions and observations);

As a Quality Caretaker, the Research Coordinator:

Takes part in networking and advocacy in education sector working groups and taskforces in which VVOB Rwanda is active;
Disseminates the research and M&E findings on different platforms and through different channels like the VVOB Rwanda website and Magazine, publication in journals, conference presentation, …
Establishes and maintains strong linkages with regional research partners in the development sector (e.g through participation and presentation at regional conferences);
Contributes to internal and external knowledge development by systemizing and pro-actively sharing lesson learned between partners, colleagues and other VVOB country teams;
Is engaged in expanding VVOB’s funding’s (liaising with potential donors, writing proposals,).
As a Coordinator, (s)he is also supports the MEAL team in:

Further implementation of VVOB Rwanda M&E system;
Capacity development on research and M&E for VVOB Education Advisors and partners and supporting the collection and analysis of high-quality data;
Coordinating programme evaluations.
The Research Coordinator performs any other duty assigned by supervisors in line with the position holder’s capacities.

Profile

Knowledge and experience:

Essential

Relevant master’s degree;
At least Min.3 years of research experience, proven experience in quantitative research and outstanding empirical research skills;
Supervisory or project management experience;
Experience with data management and analysis using packages such as Access, SPSS, etc. as well as with dashboard applications such as PowerBI;
Demonstrated understanding of cost-benefit and/or cost-effectiveness analysis;
Strong communication skills, both written and oral, ability to present and disseminate research findings with a broader audience, to formulate advice;
Strong analytical and numerical skills, with eye for details.

Preferable:

A good understanding of quantitative and qualitative methods will be beneficial as this is a mixed methods role;
Knowledge of randomized trial methodology;
Knowledge of data collection platform (such as KoBo Toolbox)
Knowledge of statistical techniques and practical experience with statistical software;
Experience with integration of quality data into quantitative analyses;
Experience with M&E methodologies and frameworks (both quantitative and qualitative) used in an international development context
Understanding of the education sector and educational institutions like teacher training institutions, in-service providers for teachers and school leaders and ministries of education is an asset.
