INTERNATIONAL ALERT

International Alert (Alert) is an international organization governed by UK law that works to build peace through local civil society organizations, through research, advocacy, capacity building, inclusive dialogue, political participation and citizen. Alert sometimes works alone, but often in collaboration with other national and international stakeholders.

In this project, Alert will work with 7 local partners, who each have a long and strong experience in cross-border trade, in 4 cross-border regions:

  • Goma / Rubavu
  • Bukavu / Rusizi
  • Uvira / Gatumba
  • Kamanyola / Bugarama
  • Nemba – Kirundo

The aim of the project is to: contribute to a more inclusive society, improved cooperation and lasting peace in the Great Lakes region of Africa. The project focuses on strengthening the role that women traders residing in these border communities can play through trade, to facilitate greater understanding between communities.

The specific objective of the project is to strengthen the capacities of women small cross-border traders in the border regions of the DRC, Rwanda and Burundi, so that they collectively challenge the gender dynamics, which contribute to conflicts within communities and more broadly in the region, and to use their influence to promote greater social cohesion and regional cooperation.

The project, which will focus on four cross-border transit regions, will achieve four key results:

  1. By the end of the project, in the targeted border areas, the gender dynamics between small cross-border traders and their husbands are more inclusive and allow women to have greater influence and make decisions in their homes.
  2. By the end of the project, in the targeted border areas, small cross-border traders will have greater economic resources, and have the skills to use these resources to advocate for greater social cohesion and greater regional cooperation .
  3. By the end of the project, in the targeted border areas, economic actors – including cross-border traders and small and medium-sized enterprises (SMEs) – interact more through networking and more cooperation, and work together to promote greater social cohesion, regional cooperation and peace in the region.
  4. By the end of the project, in the targeted border areas, small cross-border traders and customs and border officials understand and have access to the legislation and procedures for cross-border trade; cross-border traders use these resources to advocate for greater social cohesion, regional cooperation and peace.

General Description of the Position

The aim of this position is to support the implementation of the activities of the Mupaka Shamba Letu project by supporting partner organizations and groups of women small cross-border traders (FPCTs) in the process of peace consolidation, strengthening of economic empowerment. and strengthening civic participation. The project manager will work under the supervision of the Principal Project Manager and in close collaboration with the Program Manager / Program Manager

The project manager collaborates with the administration / finance team of Alert to ensure good support for the local actors involved in the project and compliance with the rules and procedures of Alert and the donor. by implementing partners.

Description of Functions

1.     Ensure the effective implementation of activities 

  •  Plan and support the implementation of activities by partner organizations in South Kivu and Burundi according to the work plan and the strategy defined in the project and in collaboration with the senior project officer and ensure the consistency of the interventions of the partners and service contracts ;
  • Provide the facilitators employed by the partner organizations in Rwanda with technical assistance and support them in the implementation of activities, aimed at sustainable strengthening, capacity building and better project impact.

2.     Support the Principal Project Officer in putting into practice the appropriate systems and procedures for the implementation of the project.

  • Ensure that the project partners respect and apply the administrative, logistical and financial procedures of Alert, Sida as well as that they respect the laws in force in Rwanda in terms of labor rights;
  • Coordinate and organize activities to ensure a community and participatory approach towards the expected results of the project;
  • Contribute to the development of the strategy and activities for the inclusion of “conflict and gender sensitivity” in all activities;
  • Support the Principal Project Officer in the preparation and organization of workshops within the project and this jointly with the partners;
  • Perform regular analyzes of the security and politico-social context in cross-border areas and share them with the Principal Project Officer.

3. Reporting, monitoring and evaluation of partners based in Rwanda and Burundi 

  •  Participate in brainstorming and planning sessions with partners as often as necessary and contribute to recommendations for the adaptation of project strategy based on the results of the sessions;
  •  Identify and communicate to the principal project manager the capacity building needs of partners and organize training sessions to meet them;
  •  Contribute and ensure that partners’ narrative and financial reports are submitted on time and comply with Alert and donor rules and procedures;
  • Collect and give constructive feedback to the activity reports of partner organizations and write circumstantial reports on the context or other data collected in the field, and submit them to the hierarchy within the deadline;
  • Assist partner organizations in writing their reports;
  • Ensure that the data collected and transmitted by the partners is reliable;
  • Carry out field trips as often as possible to ensure the effective implementation of activities by the partners and according to the ToRs previously validated by the Principal Project Officer;
  •  Collect monthly success stories and lessons learned with the Principal Project Manager.

4. Other responsibilities – internal and external coordination

  • Contribute to and attend weekly meetings of Alert staff in Rwanda to monitor implementation;
  •   Actively participate in project team meetings and other necessary meetings.

Be of Ruandaise nationality.

Hold a Bachelor’s degree in Social Sciences, Rural Development, Gender Studies, or a similar field.

 EXPERIENCE

Essential

Desirable

At least 3 years’ experience in supervising community recovery projects, including monitoring and budget planning.

Substantial professional experience in the supervision of projects focused on social cohesion, economic strengthening of women and community.

Demonstrated experience of at least 2 years in the field of social cohesion through the economic strengthening of women, women / gender in community and business processes, decision-making position.

Have skills and direct experience in facilitating various training workshops and writing training modules.

Experience in economic recovery, VSLAs and cooperatives, networking, participatory action research and empowering women in decision-making.

Experience / knowledge on the methodology for setting up VSLAs / VSLAs, the principles governing the establishment, governance and management of cooperatives; the basics of entrepreneurship and business plan development

To be able to cultivate and maintain open and non-discriminatory professional relations with communities, public administrations and representatives of other operational organizations in the environment of the project.

Be familiar with the concepts of conflict sensitivity as well as gender relations and their applicability

Have experience in the written reporting of project-related activities.

Proficiency in the following software: WORD, EXCEL, POWERPOINT, OUTLOOK and Internet.
