4. POSITION TITLE: Project Management Assistant

5. MARKET VALUE: 15,234,400 to 24,864,397 Rwandan Francs equivalent to FSN08 in accordance with AIDAR Appendix J and the Local Compensation Plan for the
U.S. government agencies present in Rwanda. Final compensation will be negotiated
within the listed market value.

6. PERIOD OF PERFORMANCE: Employment under this contract is of a
continuing nature utilizing a five-year contract as the hiring mechanism. Its duration
is expected to be a series of sequential contracts; all contract provisions, clauses and
regulatory requirements concerning availability of funds shall apply.

7. PLACE OF PERFORMANCE: Kigali, Rwanda with possible travel as outlined in
the Statement of Duties.

9. STATEMENT OF DUTIES

Basic Functions of Position

Serves as Project Management Assistant in USAID/Rwanda’s Economic Growth Office.

The incumbent is responsible for maintaining operational oversight and /or control of all
aspects of the Economic Growth Budget. S/he monitors the financial status of bilateral and field support activities to ensure necessary resources are available to achieve the desired results; these tasks require using and maintaining access to the appropriate M&E and financial management systems, obtaining and verifying financial data; managing funds allocation; developing and maintaining budget tracking instruments; and managing
financial guidance in a manner that makes information readily available. S/he assists in
budget development for EG activities and provides support as part of the project
management team for key bilateral activities within the Portfolio. S/he serves as activity
manager and/or alternate AOR for Economic Growth activities. S/he is the Economic
Growth Office expert in GLAAS and tracks EG funded acquisition and assistance requests,
audits, evaluations, and reports. The incumbent serves as principal assistant to the
Development Objective 1 (DO1) / Economic Growth (EG) Office and assists the EG Office
Director and team members in all aspects of administrative and program support to ensure  effective office operations and activity implementation The incumbent reports to the EG Office Director, but provides advice and oversight on budget issues to COR/AORs within the EG Office.

Minimum Qualifications Required For This Position

Education and work experience requirements must be met at time of application.

a. Education: At least two years of full-time post-secondary study at a college or
university in international development, business administration or other relevant
field is required.

b. Prior Work Experience: A minimum of three years of work experience in
international development assistance is required.

c. Post Entry Training: Programming Foreign Assistance course, AOR/COR
certification; financial management and accruals training; GLAAS Requisitions
course; and any other trainings as required to perform job functions.

d. Language Proficiency: Level IV (fluent) English and Kinyarwanda fluency are
required.

e. Job Knowledge: Must have strong working knowledge of USAID or similar
development organization policies and procedures. Knowledge of policies and
programs in agricultural and rural economic development. Knowledge of USAID
or similar donor organization project development, design, management,
performance monitoring and reporting, and procurement policies and procedures
required.

f. Skills and Abilities: Proven, demonstrated problem solving skills and ability to
work calmly, tactfully and effectively under tight deadlines and heavy workload
within agreed upon parameters with minimal supervision or guidance and while
exercising sound judgment is required. Strong quantitative, analytical, and
budgetary skills are required. Ability to conceptualize and present information in
the most effective, easy-to-understand manner. Must have proven ability to
communicate quickly, clearly and concisely – both orally and in writing – in
English. Strong written and verbal communication skills are required to resolve
budget, activity implementation, and administrative issues with implementing
partners and team members.

Ability to work both independently and in a team environment to achieve
consensus on budget, program and administrative matters is a must.
Excellent computer skills (MS Word, Excel, Power Point, etc.) are required to
analyze, monitor, and present information, including constructing comprehensive
and easy-to-follow budget tables.
