What are we looking for? A highly motivated Project Coordinator, a self-starter who is proactive and able to manage all aspects of a large scale donor-funded project

Contract type: National fixed term contract

Contract Duration and Start date: Starting in April 2020 and ending in August 2021

Location of position: Kigali with 70% travel to the targeted Districts (Nyamagabe, Nyaruguru and Nyagatare districts) plus other potential areas as required and/or identified for learning.

 Background of Trócaire

Trócaire was established in 1973 as the overseas development agency of the Catholic Church in Ireland and is inspired by the Catholic Social Teaching, with an overarching commitment to social justice. Trócaire is registered to operate in Rwanda and has a long history in Rwanda having opened an office in Kigali in 1994.  Today Trócaire works in 7 of the 30 districts with 17 local partner organizations.

Since 1994, the country programme has registered success in conflict transformation, deepening citizen participation and accountable governance, value-chain and microfinance development.    From 2016-2020 in line with the Country Strategic Plan, Trócaire in Rwanda is delivering an integrated programme focusing on 3 main programme pillars – Resource Rights which builds on our previous Livelihoods work, Women’s Empowerment and preparing and responding to emergencies.

Scope and responsibilities of the role

The role of Project Coordinator – Sustainable Livelihoods has arisen for a 3-year project which is currently in its second year of implementation.

The project is oriented towards strengthening the capacity and participation of small scale farmers and civil society organizations in decision making and governance processes related to sustainable agriculture and food security in Rwanda. The specific objective of the project is to promote the effective participation of small scale farmers (particularly women) and civil society organizations in the development, implementation, and monitoring of agricultural policies and strategies. The project is being implemented by 3 local civil society partner organizations and is implemented in the Districts of Nyamagabe, Nyaruguru, and Nyagatare.

The role of Project Coordinator – Sustainable Livelihoods is part of the Country Programme Team and is contingent upon donor approval.

Under the supervision of the Programme Manager, the Project Coordinator – Sustainable Livelihoods shall be responsible for the overall implementation of the project in line with the donor grant agreement, requirements and Trócaire policies and regulations.

The Project Coordinator – Sustainable Livelihoods will be expected to plan, lead, implement and monitor all aspects of the project and work in close collaboration with partner staff and Trócaire colleagues. The project shall be implemented by three implementing partners which will interact closely with the Project Coordinator and the country team in line with our Partnership policy.

The Project Coordinator – Sustainable Livelihoods is expected to provide substantial technical and quality assurance input and support to the implementing partner organizations.

Expected skills, competencies, and qualifications:

  • Strong Project Management skills;
  • Excellent written, oral and presentational communications skills;
  • Fluent in English and Kinyarwanda;
  • Ability to manage heavy workloads, to perform in pace and to meet deadlines.
  • Motivated to learn new skills
  • Quick learner
  • Masters degree in development, program management, business administration, or any other related field.
  • Project management experience and a strong understanding of project cycle and tools to be used in ensuring strong project management, monitoring, and quality insurance
  • Affiliation and/or experience in the delivery of good governance, enhancing citizen participation in decision making, youth empowerment, and/or (agricultural) policy development projects in Rwanda;
  • Experience of working in partnership organizations is a prerequisite;
  • Experience of managing European Union-funded programs is preferred; and
  • Experience of working together with Civil Society Organisations, Local NGO’s and/or farmer cooperatives.
