Trócaire was established in 1973 as the overseas development agency of the Catholic Church in Ireland and is inspired by the Catholic Social Teaching, with an overarching commitment to social justice. Trócaire is registered to operate in Rwanda and has a long history in Rwanda having opened an office in Kigali in 1994. Today, Trócaire works in 7 of the 30 districts with 17 local partner organisations.

Since 1994, the country programme has registered success in conflict transformation, deepening citizen participation and accountable governance, value-chain and microfinance development. From 2016-2020 in line with the Country Strategic Plan, Trócaire in Rwanda is delivering an integrated programme focusing on 3 main programme pillars – Resource Rights which builds on our previous Livelihoods work, Women’s Empowerment and preparing and responding to emergencies.

Background to the role

A Project Coordinator role has arisen in Trócaire Rwanda to lead the implementation of a 4-year project under the Resource Rights and Natural Resource Management programme Pillar.

Trócaire Rwanda, through its Resources Rights work will support rural, poor communities living around the Nyungwe National Park in Nyamagabe and Nyaruguru districts, to become empowered to assess, plan and sustainably manage their land and common natural resources leading to more environmentally and economically sustainable and resilient communities. The project will do this through a unique partnership approach in which livelihood, biodiversity and agro-ecology expertise is being combined with knowledge of- and acceptance by- the communities where the project will work.

Trócaire Rwanda will implement the project through 3 partners. Trócaire in Rwanda has been working alongside local partner organizations since July 1994 throughout the country. The local partner organizations identified for this project, are highly experienced local civil society organizations with a wealth of knowledge and experience in the domain of biodiversity conservation, community based mapping and action planning, bee keeping, income generation, small business creation and saving and lending. In addition, the local partner organizations have an operational presence in the targeted communities and have strong working relations with the targeted communities and local authorities.

The role of Project Coordinator– Grant Management is part of the Country Programme Team and is contingent upon donor approval.

Reporting to: Business Development and Compliance Manager (BCDM)

Relationships: Programme Manager (PM) and Sustainable Livelihoods and Natural Resources Management Technical Advisor for Rwanda

Contract type: Fixed term, 2 year with a possibility for extension and with a probation period of 3 months.

Location of position: Based in Kigali, with frequent travel to the targeted Districts (Nyamagabe and Nyaruguru districts) plus other potential areas as required and/or identified for learning.

Scope of the role:

This post will lead on the implementation of the 4-year project to ensure that rural, poor communities living around the Nyungwe National Park are empowered to assess, plan and sustainably manage their land and common natural resources leading to more environmentally and economically sustainable and resilient communities.

Apart from day to day activity coordination, the role will be responsible for the implementation of donor specific requirements and regulations and will provide technical and organisational support to the project’s local implementing partners.

Key Duties & Responsibilities:

Project Coordination:

  • Take leadership on overall project cycle management of the donor project under the resource rights programme pillar
  • Actively collaborate and participate in programme design, shaping strategies and thinking in areas such as baseline development, monitoring, documentation, implementation, research, peer learning and evaluation.
  • Responsible for the quality and timely implementation of the project
  • Organize monthly technical meetings with partners to discuss project implementation, progress and work plans
  • Ensure that the project is implemented in accordance with Trócaire internal policy and guidelines as well as donor guidelines and regulations and other grants as assigned.
  • Coordinate, plan, implement and monitor activities under the project in line with the established work plan, targets and available budget;
  • Act as focal person for the project with partners in the field;
  • Provide guidance and capacity building to the partners, supervise their work and assist in the preparation of work plans and budgets.
  • Grant management and Partner Capacity Building
  • Train all relevant (partner)staff involved in the project on project principles, donor regulations and its implementation;
  • Provide technical guidance to the partner field staff in particular in relation to procurement and interpretation of donor regulations and organize trainings where needed;
  • Lead on grant related procurement for Trócaire related expenditure in line with the Global Procurement policy, Value for Money framework and policies and procedures ensuring timeliness, quality and cost considerations are considered;
  • Support the role out of the Partner Capacity Assessment Framework and the follow up on its action plans for all the relevant partner organizations;
  • Work closely with the Programme Manager, Business Development and Compliance Manager, FAM, Technical Advisors and Country Director to identify areas of capacity building for partners and provide trainings to address needs; and
  • Engage in any other staff capacity building activities as requested by the CD/Country Management Team.

Reporting and Communication:

  • Preparing consolidated and timely and quality donor reports;
  • Ensure visibility strategy is respected and applied as appropriate;
  • Provide regular updates for Newsletters, Trócaire webpage and any other communication media as requested by the BDCM

Monitoring and Evaluation

  • Provide support to the Monitoring, Evaluation and Learning Advisor in relation to M&E activities under the project such as surveys, mid-term evaluations and end line evaluations;
  • Participate in joint field visits to ensure collaborative learning;
  • Work with the Technical Advisors to ensure recommendations from evaluations are timely implemented;
  • Lead in the development of case studies;
  • Engage in any other M&E activities as requested by the BDCM/PM/MEAL Advisor
  • Stakeholder engagement and Representation:
  • Support the Programme Manager and Programme Advisor to build and maintain professional relations with relevant organisations including Rwanda Development Board (RDB), Ministry of Environment, Ministry of Local Government (MINALOC), Ministry of Agriculture (MINAGRI), development organisations and donors as appropriate.
  • Participate in several coordination meetings in-country including JADF and other stakeholder meetings and provide timely feedback to Country Management Team on outputs and decisions reached in such meetings.
  • Accompany visitors to project sites and carry out promotional or media work including stories of change and stories of need as required.
  • Providing technical support to partners and targeted communities:
  • Specifically;
  • Lead and work together with the Programme Advisor in promoting environmental protection and conservation in targeted communities, working with partners and targeted communities in promoting ownership in planning, managing and protecting local natural resources and ensuring Targeted vulnerable groups, especially women, youth and historically marginalised people are engaging in alternative livelihood strategies to reduce pressure on natural resources and thus conserve biodiversity.
  • Support capacity building for the partners and communities.
  • Lead the implementation of improved integrated natural resources management techniques Support partners to review project progress in a participatory way and to provide feedback to beneficiaries and to Trócaire.
  • Administration, Financial Management & Reporting
  • Project Coordinator will lead in following up on to follow up partner budget execution and to review financial reports from the partners and to organise funds transfer as per partner grant agreements. In collaboration with the Programme Accountant and Technical Advisor, and MEAL Advisor, the Project Coordinator will prepare 1st draft of Donor reports (Internal & Donors).

Documentation of process, progress and lessons learned

  • Supporting the Programme Advisor and M&E Advisor to ensure efficient and effective monitoring & documenting of progress on achieving the key outputs and impacts outlined in the Results Framework for the project.
  • Participate in open days and meetings with other stakeholders and Government including JADF for planning and learning.
  • Support Programme Advisors in their effort to integrate the Resources Rights work with Women Empowerment and Humanitarian bodies of work.
  • The Project Coordinator will collaborate with the Women Empowerment Technical Advisor, the Humanitarian Technical Advisor, the Livelihoods Technical Advisor and the rest of the country team with the aim to ensure integrated programming.
  • The Project Coordinator will support the partner staff and Community leaders to ensure that the partners’ project interventions address the needs expressed by the target communities.

Integrated Programme Management

  • Contribute proactively to the successful implementation of integrated programming in collaboration with Trócaire colleagues in and outside of Rwanda;
  • Engage actively in coordination meetings with partners (during proposal development stage, grant opening workshops, interim and annual meetings and technical exchange workshops) to aid in programme integration and learning; and
  • Actively collaborate and participate in programme design, shaping strategies and thinking in areas such as baseline development, monitoring, documentation, implementation, research, peer learning and evaluation;

Identify any issues that emerge with programme integration and propose and implement solutions.

Teamwork & Collaboration

  • Work collaboratively with colleagues in the country and HQ to contribute to the achievement of broader organisational goals;
  • Participate in and contribute to the global thematic meetings; and
  • Engage with Country and HQ working groups as assigned and ensure effective delivery of assigned mandate.
  • Other:
  • · Undertake other agreed tasks, related to Trócaire’s overall work in Rwanda as agreed with the Business Development and Compliance Manager, Programme Manager and/or Country Director; Project management of other grants as assigned.

Requirements

Qualifications:

At least Bachelor’s Degree in Natural Resources Management , Environment protection, Agriculture, International Development or related fields.

Experience:

  • Having managed development projects in Rwanda (with international experience a plus);
  • Natural Resources Management & Working with local communities (3 years minimum);
  • Climate change adaptation and Disaster Risk Reduction (DRR) approaches;
  • Income strengthening approaches;
  • Community planning processes;
  • Biodiversity management
  • Working experience with Civil society organisations;
  • Experience of partnership approach and Capacity Building.
  • Skills
  • Project management skills;
  • Report writing skills;
  • Basic skills in Budget tracking;
  • Knowledge of Gender and HIV mainstreaming approaches;
  • Knowledge of participatory methodologies and techniques (e.g. Participatory Rural Appraisal –PRA or Community Monitoring and Advocacy (CMA)
  • Good IT skills, especially word processing, spreadsheets and power point
  • Good communication skills using a variety of media;
  • Fluent in English and Kinyarwanda both spoken & written.
