PROGRAM OFFICER – Women’s Economic Empowerment (RPEF)
Duration : 2-year fixed-term contract, with possibility of renewal
Duty Station : Kigali Rwanda with travel within the country
Conditions of employment : according to CECI policies in force
CONTEXT
The Center for International Studies and Cooperation (CECI) is a Canadian non-profit organization founded in 1958, whose head office is located in Montreal. Since its creation, CECI’s mission has been to fight poverty, exclusion and inequality. To this end, CECI strengthens the economic development capacities of disadvantaged communities by supporting initiatives aimed at establishing equality between women and men, combating violence, and those aimed at increasing food security. , the environment, resilience and adaptation to climate change; CECI also carries out actions to mobilize resources and promotes the exchange of know-how in order to achieve its grand vision, which is to live in a world without poverty, egalitarian, inclusive and that celebrates diversity .
Always on the lookout for innovation and efficiency, CECI works on sustainable socio-economic development solutions through the implementation of programs and projects with strategic partners. In Rwanda, CECI supports the strengthening of the economic power of vulnerable women: women farmers and breeders, entrepreneurs, women heads of households and young single mothers, women and young women living in refugee camps or of cross-border trade.
Role
Reporting to the Country Department , the Women’s Economic Empowerment Program Manager (RPEF) ensures the achievement of the results of the projects/programs entrusted to him or her. The incumbent is responsible for providing technical support in matters of economic empowerment and the rights of women and young women. He or she supports the Country Department in tasks related to the implementation of programming in the country and provides support to the various stakeholders of the volunteer cooperation program, in particular partners and volunteers, in order to achieve the expected results.
Programming Responsibilities
- Coordinates the implementation of approaches and provides technical expertise related to strengthening the economic power and rights of women and young women by promoting the full and complete involvement of partners and volunteers at the different stages, according to established methodologies for the program.
- Contribute to the design and implementation of initiatives that place gender equality and women’s rights, co-creation and women’s economic power at the heart of strategic priorities;
- Provide technical guidance and support to program team members and partners on issues related to CECI’s Terms of Reference on Women and Youth Economic Empowerment.
- Contribute to the popularization of CECI’s strategies and approaches on the RPEF and resilience to climate change with partners and other stakeholders.
- Facilitates the establishment of spaces for knowledge exchange and promotes collaboration and the development of synergistic links between actors.
- Ensure that cross-cutting program strategies are taken into account and integrated in relation to:
- innovation-local knowledge anchored locally among the partners ;
- gender equality, rights and diversity (EGDD);
- environment and resilience to climate change;
- Contributes to the establishment of agreements between the program and local partners and, in some cases, between local partners and Canadian partners;
- Support to the annual program planning and reporting process;
- Support partners in identifying their support needs in economic development and help them translate these needs into realistic mandates for volunteers.
- Supports partners in the development of diagnostics and performance strengthening plans in order to identify and achieve promising and realistic results.
- Identifies and provides support to partners and volunteers (training, monitoring) of opportunities on the facilitation of market systems and/or social impact investment
- supports the development of functional links with relevant private sector companies to contribute to the economic empowerment and rights of women and young women and women’s power and resilience to climate change.
- Contributes to the systematization of knowledge, good practices and success stories in line with the program’s outreach strategy and country priorities.
- Participate, as needed, in CECI thematic groups related to its mandate.
- Facilitate knowledge sharing and learning among program team members and stakeholders, through workshops, trainings and other capacity building activities.
- Uses social media and other knowledge sharing and networking platforms to promote the program, partners and results achieved.
Volunteer Management Responsibilities
- In close collaboration with the Country Department and the mobilization team in Canada, specifies the mandates and profiles sought for volunteers in the field of women’s economic empowerment
- Supports the Country Department and partners in welcoming and supporting volunteers throughout the fulfillment of their mandate.
- Encourages the development and use of best practices and techniques recognized for the sector and contributes to mobilizing the contribution of partners and volunteers.
Programming development
- Participates in the identification of opportunities for new projects, monitors these opportunities, participates in the development of technical proposals.
- Supports the Country Department in the development of representation strategies with partners and donors and maintains networking with these organizations;
- Performs all other related tasks requested;
Qualification
- Have a university degree in international development, gender studies, economics, social sciences or related field;
- Have at least five (5) years’ experience in promoting gender equality and women’s rights as well as the economic empowerment of women and young women (entrepreneurship and employability of women and young women);
- Have relevant professional experience in the management of development projects preferably focused on gender equality, the economic empowerment of women and young women, including planning, implementation, monitoring and evaluation
- Experience in capacity building and training needs analysis related to gender equality and women’s economic empowerment;
- Have knowledge of national development strategies and more specifically those of the economic sector, businesses, entrepreneurship, employability and vocational and technical training;
- Have knowledge of the concept of volunteering in the context of international development;
- Have experience working with governmental and non-governmental, local and international organizations and local communities.
Other abilities
- Proven ability to work independently and as part of a team;
- Have knowledge of policies and legal frameworks relating to gender issues and women’s rights.
- have leadership, team management and conflict resolution skills.
- Mastery of information and computer technologies;
- Oral and written fluency in one of two languages: English or French, knowledge of the other being a great asset;
