Job Description


CONTEXT

As part of the professionalization of the Rwandan cultural sector, a capacity building program for cultural actors is being implemented. The program, entirely funded by the Africalia Belgium association, will focus on training in cultural management and to a certain extent on project management, cultural policy, the economy of culture and new technologies. Scheduled for a period of 12 months in both virtual and face-to-face training, the program intends to significantly improve the structure and professional level of Rwandan cultural operators and organizations.

To this end, the international consultant in charge of the execution of the program wishes to recruit a program assistant for a fixed-term contract. The Program Assistant is responsible for supporting the program manager in the coordination, planning, implementation and monitoring-evaluation of the management of the Capacity Building Program for Cultural Actors in Cultural Administration.

SPECIFIC TASKS

As such, he or she will have to accomplish the following specific tasks:

– assist the program manager in the coordination and implementation of program activities;

– assist the program manager in the planning, management and monitoring of field activities;

– prepare and support missions for the evaluation and monitoring of activities by the
financial partner and the program manager;

– Process and verify all payments and ensure that all supporting documents are complete and accurate

– keep the accounts of the program and update them;

– prepare financial reports and financial statements for the attention of the
program manager,

– ensuring the logistical organization of face-to-face training and all the activities
provided for in the general program plan.

REQUIRED PROFILE

Ø the candidate must have a BAC +2 level in any field. He or she must
also have a professional experience of at least two years.

Ø be of Rwandan nationality or have a work permit in Rwanda

Ø speak fluent English and French;

Ø Having experience in project management, development and implementation
of technical and financial monitoring and evaluation plans would be an asset.

SKILLS REQUIRED FOR THE POSITION

– Strong working skills both independently and autonomously as well as in a team, with a good sense of responsibility;

– Proficiency in word processing software and spreadsheets (Word, Excel, PowerPoint).

– Good communication skills;

– Knowledge of key organizations and actors in the arts and culture sector in
Rwanda would be an asset.
