BASIC FUNCTION OF THE POSITION
The Program Accountant is responsible for the program budget, funds control, accounting and financial reporting for USAID/Rwanda, as well as USAID/Burundi, a limited presence country. The incumbent develops annual and quarterly budgets, obligation strategies. initiates and processes commitment and obligating documents in the Agency accounting system; reviews, analyzes, reconciles, and balances project funded accounting records and systems and is responsible for monthly, quarterly, and annual financial reporting.
The Program Accountant also responds to questions and issues raised by OFM clients (other Offices and mission personnel) to provide guidance and advice on program administration and oversight budget and activities, researching regulations. Further, s/he advises on introducing new or modifying existing methodologies and processes to make the accounting function more accurate and efficient, with strengthened internal control. QUALIFICATION REQUIREMENTS
Education: Bachelor’s degree in accounting, finance, or business administration.
Prior Work Experience: Five years of progressively responsible experience in
professional accounting, auditing, or financially oriented business management.
Language Proficiency: Level IV English, French and Kinyarwanda. English Proficiency will be tested.
