Rwanda Revenue Authority is seeking to recruit self-motivated, qualified person to fill the post of

PROCUREMENT SPECIALIST-SPIU (1 POSITION)

Background

Rwanda Revenue Authority (RRA) is a government institution under the Ministry of Finance and Economic Planning (MINECOFIN). RRA was established in the year 1998 with the responsibility of mobilizing revenues for economic development through efficient and equitable services that promote business growth. RRA has embarked on different reform programs with financial support from Government and Development Partners (DPs). Reforms carried out by RRA are generally focused on strengthening the institutional framework in order to improve revenue collection so as to meet government financial needs.

In 2016, RRA established a Single Project Implementation Unit (SPIU) funded by multiple Development Partners for efficient management of projects. It is in this regard that RRA is seeking to recruit a Procurement Specialist to support Rwanda Revenue Authority (RRA) through SPIU, he/she will support the implementation of RRA’s reforms projects for a period of three years with a possibility of renewal upon satisfactory performance and availability of funds.

Roles and Responsibilities

The Procurement Specialist will manage all RRA Procurement activities in the framework of the SPIU. He/ She will have the following specific responsibilities:

  • Prepare donor funded projects procurement plan.
  • Make a follow up on timely implementation of procurement plan.
  • Responsible and accountable for the SPIU Procurement activities.
  • Establish and implement procedures in line with public procurement procedures.
  • Coordinate the response to the inquiries, and communicate the results of the evaluation process to the applicants, in response to guidelines.
  • Establish a performance monitoring database for all suppliers and consultants, and ensure efficiency and timeliness in the delivery of outputs from the services providers.
  • Guide the process of the preparation, consolidation and implementation of procurement plan to implement activities under SPIU.
  • Ensure that “Prior review” from the development partners is undertaken for any procurement above the agreed threshold.
  • Ensure procurement of activities under SPIU including preparation of Request for Expression of Interest, Prequalification of Consultants, preparation of short lists, preparation of Request for Proposals, lead pre-bid meetings, bids/proposals evaluation, drafting of contracts and participation in contract negotiation to ensure value for
  • Maintain Procurement records and manage relationships with contracted suppliers/consultants of SPIU.
  • Assist in advice on contract management and verification of payment documents.
  • Draft service level agreements.
  • Transfer the knowledge by training the SPIU Staff and Project Managers about public procurement Law and regulations.
  • Participate in donor funded projects contract negotiations.

2.Qualification, Skills and Competences

  • Master’s Degree in Procurement, Law, Economics, with 3 years experience or Bachelor’s Degree in the above mentioned field or Certificates of Chartered Institute of Procurement & Supply (CIPS) with at least 5 years of working experience as procurement in Public Sector Agency, Development Agencies, or other International
  • Demonstrate extensive practical experience and skills in all aspects of national and international procurement of goods, works and of consulting services, and with Government of Rwanda Procurement law and regulations; working experience with projects financed by Multilateral institutions is highly desirable;
  • Good knowledge of umucyo e-procurement system.
  • Proven knowledge and understanding of donor funded projects implementation.

3.Key Technical Skills & Knowledge required

  • Good knowledge of MS Office applications.
  • Analytical, decisive and result-oriented.
  • Proactive with ability to plan, prioritise and deliver on tight deadlines.
  • Excellent oral and written communication skills in English.
  • Effective communication.
  • Good negotiation skills.
  • Team working skills.
