Job Description
UDL is a private real estate development company leading the way in changing the landscape of Rwanda through its residential and commercial development projects. Ultimate Developers Ltd. would like to recruit a Procurement and Logistics Manager who will work under the overall supervision of the Chief Executive Officer (CEO).
Duties And Responsibilities
Purpose: To provide management support to the organization and coordinate services with respect to procurement of works, goods & services for UDL; storage of goods and transportation of the goods to respective destinations;
Key Responsibilities;
- Ensure that overall procurement and logistics requirements operate in compliance with strategic plan, laid down policies, and procedures;
- Review, institute and implement amendments to laid down policies and procedures that reflect current best practices;
- Manage the administrative budget, as established from time to time and provide for the day-to-day costs of serving the administrative and technical needs of UDL;
- Maintain open channel of communication during preparation and implementation of logistics plan;
- Coordinate strategy, planning, monitoring and reviewing the UDL logistics to guarantee quality in service delivery;
- Perform procurement planning;
- Advise user departments on procurement matters as and when required;
- Keep procurement records in accordance with UDL Procurement Manual;
- Conduct bidding and contract award in accordance with the provisions of UDL Procurement Manual;
- Supervise implementation of contracts;
- Oversee the process of disposal of unserviceable, obsolete, or surplus supplies and equipment;
- Oversee stores and asset management;
- Respond to all audit and procurement compliance queries.
Job Qualifications
- Bachelor’s degree in Procurement /Supply chain/finance /law /engineering or any other related field with at least eight years of experience in procurement of large works.
- Master’s degree in procurement with at least 5 years of practical experience in procurement of large works in private or public institutions.
- At least two years of experience at managerial level
- Must have at least level 4 certificate of CIPS/CPSP
- Able to work comfortably in a fast paced environment;
- Proficiency in both written and spoken Kinyarwanda and English languages is necessary; working knowledge of French is an asset;
- Computer literate with proficient knowledge of MS Word, Excel and PowerPoint.
- Possess proven experience of the use of the Procurement module of SAP Business One is added advantage.
