Job Description
Bridges to Prosperity envisions a world where poverty caused by rural isolation no longer exists. Incorporated in 2001, B2P builds cost-effective, scalable infrastructure that connects communities that face extreme isolation. The organization has supported or constructed bridges in 21 countries that serve more than 1.1 million people providing them with vital access to schools, clinics and hospitals, markets, jobs, and government services.
The Procurement and Logistics Manager will work with operational staff to lead the planning and execution of material and equipment procurement and logistics. The position will be focused on domestic operations in Rwanda whilst also coordinating international shipments to all program countries.
Responsibilities
- Build and implement the most efficient and effective procurement and logistics models for B2P
- Manage and support Rwanda Procurement and Logistics Department
- Manage international shipping and transport of materials and equipment to all B2P program countries
- Coordinate with the Engineering Department to produce Bills of Quantities (including materials, labor, and tools) for each bridge project, based on construction material quantities provided by the Engineering Department. This currently involves using a Microsoft Excel system based in Visual Basic Application (VBA) programming
- Coordinate with the Engineering Department to ensure that all materials and tools are of satisfactory quality
- Coordinate with the Partnerships Department and Finance Department to provide required documentation and information on all procurement and logistics activities
- Provide support as necessary to partners in the procurement and logistics of materials and equipment required for bridge project construction
- Work to secure donated materials, equipment, and services including but not limited to shipping, steel cable, and steel pipe
- Oversee management and purchase of B2P Rwanda vehicles
- Oversee management of B2P storage and warehousing facilities
- Coordinate with Systems Department in design and implementation of inventory management system
- Forecast demand and capacity within existing and potential supply chains
- Build relationships with suppliers and create a comprehensive plan for procurement and logistics activities
- Work with relevant government departments to ensure a smooth delivery of projects
- Work with the Engineering Department to increase durability and cost efficiency over the lifespan of a bridge through innovations in design and material selection
- Understand procurement laws and regulations pertaining to contracts with potential partners including the Rwandan government and relevant aid agencies
- Work with Operational Staff to maintain operational plans by providing required materials and equipment to construction sites on time
- Put in place systems to adhere to procurement requirements set by partners
Qualifications
Qualifications include:
- Bachelor degree in Procurement and Logistics, Civil Engineering or related field
- 5 years of procurement and logistics experience
- Experience of working within the construction industry
- Experience in international shipping and importation preferred
- Experience of procurement and logistics in East Africa preferred
- Ability to work across different cultures and languages
- An understanding of project and people management in an international environment
- Proficiency using Microsoft Office and email
- Strong Microsoft Excel skills, experience in Visual Basic Application programming a plus
- Strong verbal and written communications skills
- Ability to work independently after given clear direction
- Self-motivated and energetic
- Flexible and adaptable to changing situations
Location
The position is based in Kigali, Rwanda and requires travel to rural locations. Additionally the position may require periodic travel to other B2P program countries and B2P’s head office.
