Context:

Under the overall supervision of the Chief of Mission and direct supervision of the Operations Manager, the successful candidate will be responsible for carrying out the following duties and responsibilities in relation to Operations in Kigali, Rwanda.

 Core Functions / Responsibilities:

  1. Plan, organize, and deliver French pre-departure orientation (PDO) sessions for refugees adjudicated by French authorities (OFPRA) for resettlement to France.
  2. Liaise with other IOM Rwanda departments, namely MHD and OPS, to ensure that the delivery of French PDO sessions is done at an adequate time.
  3. Make all external arrangements for hotels, training locations, hiring and training of childminders and interpreters, transportation, meals, and other logistical details.
  4. Support the registration, monthly training schedules, follow-up with refugees, and with various IOM departments such as security, accounting, procurement for the preparation, delivery, and closing of French PDO sessions.
  5. Keep abreast of changes in content of pre-departure orientation and information sessions specifically designed for refugees; contribute to the creation of agendas, learning outcomes, and facilitation guides for French PDO staff.
  6. Research and develop pre-departure information and orientation materials, specific for refugees.
  7. Keep up-to-date records of all PDO participants and produce statistics of all French PDO activities.
  8. Coordinate with the Operations Manager the preparation of French PDO annual site budgets, monitor PDO expenditures on a monthly basis.
  9. Produce monthly narrative and statistical reports.
  10.  In coordination with the operations team ensure that urban and camp-based refugees are timely informed of their French PDO training schedule.
  11.  Adjust training materials, visual aids, and maintain learning walls in the training room which support the objectives of the French cultural orientation curriculum. Take the necessary actions to adapt all activities to the language of participants.
  12.  Contribute to the development of promotional tools aimed at increasing the uptake of pre-departure services among refugees and in disseminating information about French PDO to stakeholders.
  13.  In coordination with OPS Kigali team maintain inventories of materials and order what is needed in reasonable timeframes.
  14.  Contribute to the overall development of the French PDO program by participating in staff development workshops, exchange programs, and Training of Trainers seminars.
  15.  Perform such other duties as may be assigned.

Required Qualifications and Experience

  Education

  • Bachelor’s degree in Political or Social Sciences, Law and/or International Relations, or a related field from an accredited academic institution with two years relevant work experience required, or
  • High school diploma with five years working experience.

 Experience

  • Providing information and orientation to and engaging with refugees is an advantage.
  • Proven ability to communicate cross-culturally; clear and concise communication in writing (English).
  • Demonstrated ability to work effectively with a variety of stakeholders.
  • Experience in leading interactive training seminars or orientation sessions for youth and adults.
  • Good knowledge of Word, Excel and Internet;
  • Strong interpersonal and communication skills;
  • Experience working with international NGOS would be paramount.

    Languages

Fluency in English and working knowledge of French, Kinyarwanda, and Swahili is an added advantage.

Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa, and authorizations by the concerned Government, where applicable.

Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable
