Job Title: Pediatric Development Clinic Coordinator

Reports to: PIH PDC Manager

Location: 1 in Southern Kayonza District and 1 in Kirehe District

Grade: 4A

Summary

The Pediatric Development Clinic (PDC) is a joint initiative of the Ministry of Health (MOH) and Partners In Health/Inshuti Mu Buzima (PIH/IMB) that provides medical, nutritional, and developmental care to high-risk infants, primarily those born preterm, low birth weight, with hypoxic ischemic encephalopathy who are referred from hospital neonatal units to the PDC for follow-up. The PDC is run by an interdisciplinary team, primarily by trained nurses and social workers with regular support from general practitioners, and PIH/IMB technical staff including nutritionists, pediatricians, and early childhood development specialists. Care is delivered using structured protocols to prevent, early identify, and provide early intervention for medical, nutritional and developmental complications or issues. The PDC clinics are embedded into the public health facilities and they are currently established at 2 district hospitals and 8 health centers in Kayonza and Kirehe Districts.

The PDC Coordinator will be responsible for leading all aspects of implementation of PDC interventions in the district hospital catchment area. The coordinator’s role will include a combination of coordinating and supporting the district MOH team to ensure PDC services are decentralized at health centers, providing clinical mentorship to PDC care providers to optimize continuous delivery of quality PDC services to children and their families, conducting trainings and monitoring and evaluation. The PDC coordinator will work closely with PDC team and members of the Maternal and Child Health, Nutrition, Community Health, Mentorship and Quality Improvement (MESH-QI), and Health Information System (HIS) teams at PIH/IMB as well as other IMB programs for successful implementation of PDC activities in the assigned district. The coordinator will also work closely with the PIH district teams on all aspects of her/his work. He/she will work with hospital PDC team, health center Titulaires and care providers to support MOH/IMB joint implementation of PDC activities.

Detailed Responsibilities

Specific duties include and are not limited to the following:

Service delivery and administrative duties
Coordinate with other district IMB teams (such as Nutrition, Mental Health Program, Integrated Non-Communicable Disease, Right to Health Care, Program on Social and Economic Rights (POSER), Community Health Department, etc.) to ensure linkage of PDC interventions with other interventions and well-coordinated care and referrals for additional treatment or social support for children enrolled in PDC as needed
Coordinate PDC decentralization activities to health centers in the catchment district area
Coordinate regular PDC Task Force meetings with hospital team to discuss cross-cutting issues identified during mentorship and care delivery
Coordination and logistical support for all aspects of PDC program including:
Training preparation and logistics, including drafting training concept notes
Logistics for district coordination and task force meetings
Routine reporting and writing stories for PDC
Effective and professional communication with MOH partners, MCH/PDC colleagues, and IMB leadership as needed
Identification, training, and equipping of vulnerable families with skills and materials to improve household food security and nutritional outcomes
Ensure timely distribution of food packages to vulnerable families
Work closely with PDC teams to develop work plan and lead its implementation
Clinical Training, Mentorship and Quality Care of PDC
Routinely visit all health center and hospital PDCs to provide mentorship, on job training of health facility staff and monitoring of care provision to inform programmatic interventions and continuous quality improvement of the program to meet the needs of patients and families
Support PDC teams to develop, implement and monitor quality improvement projects in the health centers and district hospital
Work closely with hospital PDC mentors to monitor the performance, identify gaps in service delivery and intervene early as appropriate
Coach health center staff in PDC to address any identified gaps
Support the development and delivery of trainings for healthcare providers as needed on PDC protocol or related topics
Support additional PDC care provider trainings as needs arise
Identify areas in need of learning and together with the manager, prepare a focused refresher training
Routine reporting on mentorship and quality improvement activities
Monitoring and Evaluation
Work closely with EMR team and PDC care providers to ensure that client data is recorded with high quality, routine data monitoring and collect feedback from care providers for improvements of EMR systems to support delivery of quality care
Collect and analyze monthly and quarterly EMR and M&E reports and provide related information to the PDC manager, MCH Director and District Clinical Director
Prepare and participate in the district wide data sharing and QI debriefing meetings
Prepares IMB quarterly indicator report for PDC
Participate in PDC research activities including coordinating routine and research data collection activities for PDC research projects

Qualifications

Bachelor of science in nursing with extensive pediatric experience (strong preference for pediatric nurse)
Active license to practice required
Clinical experience in neonatal/newborn care either through maternity or pediatric/neonatal ward assignments
Experience with data interpretation, collection and usage either through academic, quality improvement, or research experience
Experience with facilitation, training, and mentorship (rather than direct clinical practice only)
Computer skills with experience with use electronic medical records
Fluency in Kinyarwanda and English required
French fluency strongly preferred
Passion for working with infants and children, and their families
Passionate about disability inclusion
Excellent communication and interpersonal skills
Willingness to live and work in rural areas, with frequent travel to health facilities
