Project Overview

Pact seeks a OVC/DREAMS Program Manager for the ACHIEVE Rwanda program.  ACHIEVE is a five-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners.

The aim of ACHIEVE Rwanda is to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC), and adolescent girls and young women (AGYW) in selected high burden districts in Rwanda. The strategic objectives support the Government of Rwanda strategies and priorities for HIV mitigation and prevention, with an emphasis on minimizing negative impacts of HIV on OVC and AGYW; addressing social, behavioral and structural drivers of HIV, and improving access to comprehensive SRH and violence response services to prevent new infections.  The project supports OVC services in two districts and DREAMS activities in two districts.  The project also provides capacity development to two local implementing partners to coordinate and support OVC and DREAMS service delivery programming and for USAID and PEPFAR project implementation.

Position Purpose

The OVC/DREAMS Program Manager will be supervised by the Technical Director and will work in partnership with the ACHIEVE Rwanda Technical Team and the project’s subpartners and consortium partners, Government of Rwanda (GoR) counterparts, Monitoring and Evaluation team, and other relevant stakeholders at the community level.  The OVC/DREAMS Program Manager is responsible for coordinating OVC and DREAMS program activities among subgrantees and with national and district GoR counterparts. The OVC/DREAMS Program Manager will also provide technical assistance to sub-grantees to implement abuse response, child protection, and violence against children prevention interventions at the community level.

Key Responsibilities

Technical Skills and Knowledge

  • Assist with the development of strategies as well as the implementation of interventions to improve the quality and responsiveness of child protection programming and service delivery with a specific focus on identifying survivors of abuse, providing post abuse care services, and delivering violence against children prevention and response interventions at household and community levels.
  • Provide technical assistance to sub-partners in the areas of abuse response and prevention, referral procedures and implementation of OVC case management and DREAMS services.
  • Provide technical support to implementing partners on the implementation of PEPFAR approved evidence-based curricula for primary prevention of violence, provision of quality post abuse response services.
  • Support the Technical Director to provide technical, operational, and administrative support to project staff and subgrantees at the district level in line with the ACHIEVE Rwanda Workplan and technical approach to ensure full integration of technical components into technical activities.

Project Management

  • Coordinates with the Finance and Grants team to monitor subgrantee spending at the district level against the project budget and work plan.
  • In collaboration with technical advisors, provide technical guidance to ensure high quality integrated technical programing.
  • Coordinates the development of subgrantee scopes of work, workplans, and budgets in alignment with the project work plan.
  • Contributes to the preparation and timely completion of reports (quarterly, semi-annual, annual).
  • Supports Pact Grants & Contracts team to ensure budgetary controls of grantees and provides technical assistance to recipients, as required by the project.
  • Work with Data and M&E Officers to ensure that appropriate data is obtained to produce high quality timely reports.
  • Coordinate partner meetings to review project activities and results, facilitate peer learning and capacity development, and contribute to project activity planning.
  • Assist with grant-making process including pre-award activities like RFA, approvals, selection memos, negotiation memos
  • Assist with closeout activities including final financial and programmatic reports.
  • Maintain hard copy filing and electronic filing for the shared network drive for grants and programs including sub-grantee files.
  • Record meeting minutes, share with the team and file soft copies of minutes on a shared network drive.
  • Develop and maintain grantee site visit schedule and filing of site visit and programmatic reports.

Monitoring, Evaluation, and Reporting

  • Assist partners in setting realistic targets for all required and customized indicators.
  • Assist the MEL team by coordinating their field-based assessment and technical assistance, mentoring, and coaching to support partners in the following:
  • Development of MER, DQM, and data back up plans
  • Development of data collection, collation, analysis and reporting tools
  • Maintenance and updating of beneficiary databases and source documents
  • Designing surveys and evaluations
  • Target setting and reporting
  • As needed, conduct routine data quality assessments with the MEL team.
  • Coordinate the MEL team’s support to partners in setting up reporting and tracking systems to enable them to report high-quality data in an efficient and timely manner.

General

  • Perform functions with a view to safeguarding and developing the best interests of Pact
  • Ensure that documents are saved on shared drive
  • Ensure the accuracy and completeness of program reports and grantee files
  • Perform other reasonable duties and assigned

 Basic Requirements

  • MPH/MPA/MBA or masters in relevant field and a minimum of 5 years of professional experience or a BA/BS with 8 years of professional experience.
  • Demonstrated successful experience as a senior manager of USAID-funded programs including those involving OVC and/or DREAMS activities
  • Eight years prior experience in managing OVC and/or DREAMS programs funded by PEPFAR
  • Demonstrated ability to establish and sustain interpersonal and professional relationships with USAID Mission, Government of Rwanda, implementing partners, and local NGOs
  • Proven skills in building organizational capacity in OVC, DREAMS, and/or HIV/AIDS.
  • Experience with child welfare and protection programs, systems strengthening, capacity building, economic strengthening, service delivery, quality improvement, or policy development.
  • Strong writing and oral presentation skills, including fluency in English, Kinyrwanda, and French

Preferred Qualifications

  • Demonstrated success implementing programming at the community level
  • Expertise in and sensitivity to the socio-cultural barriers facing intended beneficiaries for this program
  • Local candidates preferred
