Background

VVOB- EDUCATION FOR DEVELOPMENT, A BELGIAN NON-PROFIT ORGANISATION THAT FOCUSES ON IMPROVING THE QUALITY OF EDUCATION.

In cooperation with Rwanda Education Board (REB), the University of Rwanda – College of Education (URCE) and affiliated Teacher Training Colleges (TTC), VVOB started a multi-year programme on Leading, Teaching and Learning Together (2017-2021). The cooperation programme aims to improve the quality of primary and secondary education through strengthening the existing education system in Rwanda, with a focus on improvement of the professional development of school leaders and induction of new teachers.

VVOB is currently looking for Online Learning Officer to strengthen the team.

Position in the organisation

The Online Learning Officer is part of the Online Learning Team. (S)he works in close collaboration with the communication team, the Monitoring, Evaluation and Learning Team (MEAL) and the Education Advisors. (S)he reports directly to the Online Learning Manager.

Purpose of the function

The main purpose of the function is to assist the Online Learning Advisor and the Online Learning Manager in the implementation of the Scratc²h 2050 project (2020-2022).  Scratc²h 2050 aims to equip 135 ICT and STEM teachers of 45 secondary schools in Kayonza district with the competences needed to initiate and facilitate after school Scratc²h 2050 coding clubs for secondary school learners and to integrate Scratch into ICT and STEM lesson plans.  These competences will be built through blended learning, regular meetups at the sector level and Scratc²h days organized by Rwanda Education Board (REB).  You will work together with our partners, the Rwanda Coding Academy (RCA), the Rwandan Association for Women in Science and Engineering (RAWISE) and Rwanda Education Board (REB).

To achieve this, the Online Learning Officer acts as an expert and quality caretaker, a manager/organizer, and as a coach.

As an expert and quality caretaker, The Online Learning Officer is responsible for:

  1. Assisting with the implementation of the Scratc²h 2050 project.  Tasks include:
  • Provide support in the development of a pedagogical guide on Scratc²h 2050 for secondary STEM/ ICT teachers, based on relevant resources online, input from partners and teachers and a needs assessment.
  • Provide support in the development of Open Educational Resources (OERs) and CBC-aligned lesson plans that help teachers with integrating coding using Scratc²h 2050 in their lessons.
  • Providing support in collecting lessons learned and Scratch stories.
  1. Setting up and maintaining online learning environments.  Tasks include:
  • Overseeing online course implementation (technical support, monitoring, managing interactions between learners, teachers and content);
  • Contributing to monitoring and evaluation of online course implementation;
  • Assisting with multimedia development (podcasts, video, …);
  • Assisting with design of synchronous and asynchronous communication infrastructure for online courses;
  • Assisting with instructional design in Moodle in collaboration with education advisor(s) and partners (UR-CE and REB).
  1. Provision of logistical and administrative support aimed at efficient implementation of the VVOB programme activities. Task include:
  • Preparing budget and fund request for training activities together with the team and address them to Operations and Finance Manager;
  • Preparing and follow up on activity logistics, such as arranging meeting venues and training materials, sending invitation letters for activities, transport and accommodation arrangements… and communicating progress to relevant team members;
  • Executing payments to training participants;
  • Financial and accounting documentation (preparing and filing documentation for accounting purposes…) of programme activities.

The Online Learning Officer performs any other duty assigned by supervisors in line with the position holder’s capacities.

As a quality caretaker, (s)he complies with VVOBs internal financial guidelines and protects the interests of the organization at all times, particularly ensuring value for money.

As a manager/organizer, (s)he leads by example, is proactive and takes initiatives whenever necessary to provide quality online environments and media, ICT, logistical and administrative support to the VVOB programme and –team.

As a coach, (s)he provokes and supports learning, within the Online Learning team and also across functional teams.

Profile

Knowledge and experience:

Required

Bachelor’s degree in STEM, ICT or equivalent by experience

  • At least three years of experience in a similar position
  • Knowledge of coding principles
  • Knowledge of online learning
  • Expertise in capacity development of adults
  • Good ICT skills (typing speed, Microsoft Office)
  • Able and willing to travel in-country for short periods of time.

Assets

  • Experience in international development
  • Expertise with the use of different media (digital learning platforms, social media)
  • Knowledge or experience with Scratch
  • Knowledge or experience with coding in at least one programming language
  • Basic knowledge or experience with web development (HTML, CSS, …)
  • Expertise in developing digital learning materials (web quests, coding games…)
  • Understanding of the Rwandan Education sector
  • Experience with working in a multicultural team

Nationality: Rwandan Citizen

Language skills:

  • Fluent in English, with excellent writing and editing skills
  • Fluent in Kinyarwanda
