Job Title: Monitoring, Evaluation & Learning Officer

Location: Kigali, Rwanda

Timing:   Part-time, 20 hours / 5 days per week

Duration: 1 Year Contract with possibility for long term, full-time position

Start date: January 2021, anticipated [applications accepted through Dec 17]

Salary: Commensurate with experience

Global Grassroots is an international non-governmental organization that supports conscious social change for women. Our Academy for Conscious Change provides vulnerable women with mind-body trauma healing support, personal transformation practices, ethical leadership skills, social entrepreneurship tools, grant funding and 12 months of high-engagement support so that they may launch their own civil society organizations, often focused on access to clean water and its ripple effects, benefiting women and girls. Our Young Women’s Academy offers motivated secondary school graduates 40 hours of training in conscious social change, seed funding and venture coaching to launch a social impact project in their community before entering university. Global Grassroots is seeking a part-time Monitoring, Evaluation & Learning Officer to join our East Africa team. The Wisdom Lab Officer will lead the organization’s efforts to design, implement, and improve our Monitoring, Evaluation and Learning (MEL) systems for greater program impact and accelerated learning within our Global Grassroots community and beyond. S/he will help build staff capacity to utilize best practices in data collection and analysis while respecting the experiences and honoring the wisdom of our amazing change agents and their community partners and beneficiaries. A successful candidate will bring outstanding skills in quantitative and qualitative data collection, analysis and reporting, and a strong orientation toward collaboration and learning. S/he will report to Global Grassroots’ Managing Director but work substantially and collaboratively with all East African staff.

Responsibilities

Strategy & Leadership

  • Oversee the design and implementation of low-cost and effective monitoring, evaluation, and learning strategy that documents program impacts and reveals areas of learning and possibilities for improvement
  • Provide recommendations to strengthen existing MEL efforts, including refinements of the theory of change and log frames
  • Design/refine program monitoring and evaluation of data collection tools and processes
  • Build the capacity of the staff and venture teams to use monitoring tools and processes
  • Develop training materials in key aspects of program monitoring, evaluation, and learning Data Collection & Management
  • Oversee all elements of participant and venture team tracking system, data collection, cleaning, analysis, and reporting
  • Maintain participant and program tracking databases
  • Design and supervise the implementation of surveys, interviews, focus groups as needed
  • Supervise field data collections and ensure the quality of gathered raw data
  • Assist with verification of results in the field, including ensuring that data is complete, accurate, and consistent with agreements and reports
  • Ensure timely entry, cleaning, and storage of all tracking and monitoring data
  • Conduct data quality checks and support colleagues and venture teams to improve

Analysis & Reporting

  • Conduct analyses of participant pre/post surveys
  • Assist program staff and venture teams with analysis and reporting of field data

Knowledge/Experience/Skills

  • A Bachelor’s degree in Monitoring & Evaluation, Anthropology, Sociology, Psychology, Ethnography, International Development, Education, Public Health, Statistics, or related field
  • At least 2-3 years of experience conducting monitoring and evaluation for social impact programming, using quantitative and qualitative methodologies
  • Proven ability to design monitoring and evaluation plans, including developing theories of change and logical frameworks
  • Experience developing, testing, and refining data collection approaches, systems, tools and processes for program monitoring. Experience with electronic or mobile data collection systems is desirable.
  • Literacy with the basic methods for data collection: Surveys, interviews, performance tests, site visits/observation, focus group discussions, participatory methods, pre-existing data.
  • Strong understanding of the elements of data quality: consistent, complete, accurate, timely, verifiable, valid
  • Experience compiling data and writing reports for diverse audiences
  • Experience teaching and supporting others to use new tools and learn through practice
  • Excellent oral and written English and Kinyarwanda skills
  • Strong proficiency with Microsoft Excel, Word, Powerpoint
  • Proficiency with Google Documents, Gmail, Android and Apple applications
  • Good command of quantitative analysis tools (STATA, SPSS) is desirable

  • Ability to write clear, concise memos highlighting issues, problems, and key information
  • Ability to work effectively by email, phone, Zoom, or other virtual communications
  • Update program data dashboards and tracking spreadsheets
  • Create written and visual data reports to share with venture teams, program staff, and Global Grassroots Board of Directors
  • Create written and visual materials for grant reporting and external communications
  • Work collaboratively with program staff to implement a digital storytelling initiative that highlights the wisdom and learning of program participants and community beneficiaries
  • Other tasks as assigned

This position is currently offered initially for 20 hours per week with the intention of moving to full-time as needs grow. The work schedule can be flexible. Occasional urgent crunch periods.
