Monitoring Evaluation Expert for training and Job Creation in Rwanda

 The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy and ICT (Information and Communications Technology).

 The Special Initiative on Training and Job Creation (SIAB) aims to improve the conditions for sustainable economic and employment growth in Rwanda and to promote investment. The Special Initiative together with the Rwandan partners facilitates interventions in the following fields of action: “The conditions for investments of European or international enterprises in Rwanda are improved; the capacities of Rwandan SMEs in selected sectors/clusters for sustainable, employment-generating growth are improved; the business ecosystem of selected sectors/clusters is improved”. The project provides advisory services and facilitates the access to funding schemes and instruments for the development and implementation of business projects.

 Location: Kigali

  1. Responsibilities

The Monitoring Evaluation (M&E) Expert is responsible for

  • Develop and set up the M&E system of the programme
  • Manage and sustain M&E system of the programme
  • Ensure that the findings from the M&E system are presented in a well-structured and understandable format
  • Ensure that findings from the M&E system are translated into adequate management responses

The Monitoring Evaluation (M&E) Expert carries the following tasks:

           B. tasks

  1. Manage and implement the M&E System of the programme
  • Identify needs for data collection
  • Ensure data collection with high statistical standards
  • Ensure data entry and database maintenance
  • Analyse data in regards of SIAB’s impact as well as other findings relevant for a successful implementation
  • Ensure that findings and programme progress are shared with all relevant parties and adequate management responses are undertaken
  • Ensure high quality reporting, especially to GIZ Headquarters;
  • Ensure timely delivery of requested information, data, results and timely fulfilment of any other requests
  • Capacitate selected partners in the management of their information/data system (at organizational and individual level) with relevance for SIAB’s M&E System
  1. Ensure adherence to GIZ quality standards and attention to cross cutting topics
  • Maintain M&E relevant quality tools of GIZ (e.g. Results monitor)
  • Support addressing of issues cross cutting through all activities, such as inclusion of people living with a disability or gender equality, from a M&E perspective
  1. Programme management and programme support
  • Support to regular and ad-hoc reporting, PR requests as well as requests from GIZ HQ and for the preparation of political and economic delegations
  • Identify demand for national and international consultants in M&E, preparing consulting assignments and supporting documents
  • Guide, liaise and support consultants working for the programme on M&E; ensure quality management and control of the services and tasks delivered
  • Support the operational planning and follow up on an ongoing basis with all counterparts
  • Support to other programmes of GIZ in the cluster sustainable economic development as well as any activity and task on cluster level
  • Support and execution of any other tasks assigned to by the management

         C.Required qualifications

Qualifications and Professional experience

  • Preferably Master’s degree in Economics, Business Development, Social Sciences or related field
  • At least 3 years’ professional experience in a similar position; excellent track record in M&E
  • Excellent project management skills
  • Experience in working with and supervising consultants
  • Experience in data cleaning, data analysis and reporting
  • Good understanding of approaches in creation of employment, employment standards and professional training
  • Work experience in the area of development cooperation will be a strong asset

Other knowledge, additional competences

  • Finely tuned organisational skills and ability to work on one’s own initiative, in M&E, project management but also at the conception level
  • Able to work under little supervision but at the same time being a real team player
  • Strong analytical skills; affinity to numbers
  • Persistent and focused on the tasks, but at the same time creative and open-minded
  • Excellent communication skills; experienced in communication on different levels and with different target groups (public and private sector)
  • Being able to respond on short notice to requests; proven ability to handle several work streams at the same time
  • Very good working knowledge of ICT and computer applications (e.g. MS Office, M&E Tools)
  • Excellent knowledge of English, orally and written; fluency in German will be a definite asset
  • Willingness to upskill as required by the tasks to be performed
