Terms of reference for a Local Peace Advisor Psychologist for LIWOHA

Since 2019, and ARCT Ruhuka, with support from GIZ/Civil Peace Service Programme, are working in a consortium to support psychosocial mechanisms in Kigeme, Mugombwa refugee camps, and their respective host communities. In this context, LIWOHA would like to recruit a Local Peace Advisor (LoPA) psychologist who will be responsible for the implementation of the Community-Based Psychosocial support projects in Nyamagabe and Gisagara Districts and reports to the Executive Director of LIWOHA.

Basic responsibilities  

  • Responsible for the recruitment of Community Psychosocial Workers (CPWs);
  • Coordinate the recruitment of the participants for psychosocial sessions;
  • Ensure close collaboration between GIZ/CPS partners working in the mental health and psychosocial support field (LIWOHA and ARCT-Ruhuka)
  • Monitor the professional ability/competences of CPWs and ensure that adequate working environment is maintained and psychological support systems for CPWs are in place;
  • Propose a local strategy for implementation according to the specific context and oversee its implementation once validated;
  • Be the direct contact person and representative of LIWOHA at Sector and District levels, both for local authorities and other institutions;
  • Always keep LIWOHA and GIZ/CPS’s coordination team informed on the progress and challenges of the operational strategies;
  • Work closely with the researchers involved to monitor and evaluate the impact of the program;
  • Ensure that key operational information circulates properly within the field team, LIWOHA, MINEMA, and GIZ/CPS;
  • Participate in meetings and other relevant local gatherings;
  • Ensure that regular reports are qualitatively and quantitatively provided as Required by stakeholders;
  • Support CPWs’ and participants’ initiatives to maintain/strengthen their social and economic welfare;
  • Advise CPWs in psychosocial problem solving through training and coaching session;
  • Doing any other task requested by line management in relation to the success of the project.

Profile candidate

Essential skills and qualifications

  • Master’s degree in Psychology or Mental Health related field;
  • At least 3 years’ experience in the field of project implementation, preferably in the field of psychosocial interventions;
  • Experience with the approach of community-based psychosocial approaches. Having participated and conducted (practiced) community awareness and healing sessions with local community members are paramount (guca no koyobora ingando z’isanamitima n’irema miryango ni ngombwa).
  • Demonstrated experience in community mobilization and attitude for fieldwork at the grassroots level;
  • Experience in coordinating the implementation of community-based psychosocial approaches;
  • Previous experience in a representative position
  • Previous experience in networking with local (governmental) authorities;
  • Strong skills in organization and coordination are essential, including the management of finances;
  • Ability to operate Microsoft Word, Excel and PowerPoint;
  • An honest, reliable and very accurate person, who is able to work under pressure;
  • Very strong motivational and social skills and excellent communication skills both verbal and in writing;
  • Ability to listen, to be diplomatic, flexible and a strong problem solver;
  • Fluent in Kinyarwanda, French, and English, both verbal and written.

Desirable skills and qualifications

  • Experience in supervising complex and challenging interventions in fragile communities;
  • Experience with coordinating a team at the grass-roots level;
  • Experience in working in a consortium

 Terms of employment:

This is a full-time position. The Local Peace Advisor is based in Mugombwa Sector, Gisagara District but the position involves regular field-visits in Huye and Nyamagabe Districts for network and cooperation. LIWOHA offers a competitive salary based on the candidate’s educational background and work experience. Confirmation of the employment will be after three months of probation. After these three months, the Local Peace Advisor will receive a one-year contract with the possibility for extension.
