Job Description: IT OFFICER

Secondment Institution: Africa Health Sciences University (AHSU)
Location: Kigali, Rwanda, with regular travel outside of Kigali to clinical teaching sites
Contract Type: Full-Time

Position Overview:

The IT Officer will support the development, implementation, and maintenance of AHSU’s technology systems across academic, administrative, and clinical training environments. The role involves building and strengthening the university’s ICT infrastructure, supporting digital learning platforms, ensuring reliable connectivity across teaching sites, and providing day-to-day technical assistance to faculty, residents, and students.

Working closely with university leadership and partner hospitals, the IT Officer will contribute to establishing efficient, secure, and future-focused digital systems that enable AHSU’s teaching, research, and operations.

Key Responsibilities:

A. ICT Infrastructure Development & Maintenance

  • Design, implement, and maintain AHSU’s ICT infrastructure, including networks, servers, connectivity, firewalls, and backup systems.
  • Conduct ICT needs assessments for new teaching sites, offices, classrooms, and simulation spaces.
  • Develop and implement ICT guidelines, operational procedures, and maintenance plans.
  • Oversee installation of routers, switches, cabling, and hardware to ensure stable and secure systems.

B. Academic & Digital Learning Support

  • Teach Digital Health and other IT-related modules to undergraduate and postgraduate students, as well as faculty members.
  • Support the setup and management of digital learning platforms (LMS, student portals, digital examination systems).
  • Provide technical support for virtual teaching, surgical tele-education tools (e.g., Proximie), simulation training, and online assessments.
  • Ensure digital readiness and connectivity for residency and midwifery rotations across partner hospitals.

C. User Support & Service Delivery

  • Provide timely IT support to staff, faculty, residents, and students.
  • Offer training sessions on digital tools, platforms, and safe technology practices.
  • Troubleshoot hardware, software, AV equipment, and digital classroom systems.

D. Data Security & Compliance

  • Implement cybersecurity protocols and ensure safe access to academic and administrative systems.
  • Safeguard sensitive data, including student records, teaching materials, and research information.

E. Hardware & Software Management

  • Manage procurement, configuration, and maintenance of computers, printers, projectors, tablets, and AV equipment.
  • Maintain an updated asset inventory and oversee repairs, upgrades, and replacements.
  • Manage software licenses, antivirus systems, cloud storage, and institutional applications.

F. Support for University Events & Teaching Activities

  • Provide on-site IT support for training, seminars, OSCEs, MMIs, didactics, and university events.
  • Ensure smooth functioning of audio-visual systems, livestream setups, and online exam platforms.
  1. Website Management
  • Maintain, update, and ensure smooth operation of AHSU’s official website.
  • Implement content updates, multimedia uploads, and event announcements in coordination with university departments.
  • Ensure website security, backup, and optimization for accessibility and performance

Qualifications and Experience:

Essential:

  • Bachelor’s degree in Information Technology, Computer Science, Information Systems, or a related field.
  • Master’s degree in a related field is strongly preferred.
  • At least 3 years’ experience in IT systems development, network management, or technical support.
  • Familiarity with LMS platforms (Populi, Google Classroom, etc).
  • Knowledge of cybersecurity and data protection frameworks.
  • Experience working in a university or health sciences environment required.
  • Strong experience in setting up and troubleshooting networks, hardware, and digital platforms.
  • Proficiency in Windows and MacOS environments.
  • Experience supporting online teaching platforms and virtual communication tools.
  • Ability to travel regularly to various training sites within Rwanda.
  • Fluency in oral and written English and Kinyarwanda

Desirable:

  • Experience with digital exams, OSCE/MMI systems, or tele-education technologies.
  • Project coordination or system implementation experience.
