Job Opportunity Announcement/Integrated Community Case Management (iCCM) Coordinator

Jhpiego Rwanda is hiring an Integrated Community Case Management (iCCM) Coordinator for its USAID-funded President’s Malaria Initiative (PMI) Impact Malaria Project in Rwanda. The Integrated Community Case Management (iCCM) Coordinator will provide technical and program support in iCCM and other Malaria related work outlined in the work plan of the Impact Malaria Project.  The iCCM Coordinator will report to Malaria Technical Advisor and will be based in Kigali with frequent field travels.

The primary responsibility of iCCM Coordinator will be to provide technical and program support in Malaria Case Management (MCM) more specifically in integrated community case management of childhood diseases for the PMI Impact Malaria Project.

Under the supervision of the Malaria Technical Advisor, the iCCM Coordinator will coordinate all Malaria and iCCM child activities in supported districts. S/he will participate in the design, implementation, monitoring, and evaluation of appropriate and sustainable approaches related to Malaria to contribute to the achievement of project deliverables.

Duration of contract: Open-ended contract based on the availability of Donors funding.

Responsibilities will be but not limited to:

  • Work closely with the Malaria Technical Advisor to implement Malaria interventions at both facility and community levels, including integrated community case management (iCCM) and Home-based Management of Malaria.
  • Plan implementation of Malaria community activities in close collaboration with the Rwanda Biomedical Center (RBC) and District counterparts.
  • Conduct ToTs on iCCM and supportive supervisions for the In Charge of CHWs using updated/innovative approaches.
  • Specifically, monitor the implementation of PMI Impact Malaria work plan activities related to iCCM and ensure that activities are executed according to the work plan.
  • Actively participate in the preparation of the project work plan, budgets, and technical reports for submission to the line manager.
  • Provide technical support and guidance on key program approaches for Malaria and iCCM, including sustainable approaches to mentoring In Charge of Community health workers and CHWs.

Participate in developing or reviewing of different iCCM related documents, guidelines, training manuals and tools

  • Collaborate with the M&E team and other project personnel to support ongoing monitoring, evaluation, and learning.
  • In close collaboration with Malaria Technical Advisor, develop and monitor learning and documentation activities related to Malaria and iCCM in supported districts.
  • Collaborate with Jhpiego Sr MER Advisor and Malaria Technical Advisor to ensure that the learnings from the project implementation are being tracked and the information analyzed to inform the changes being brought in the project.
  • Lead efforts to translate program data and findings into programmatic guidance and policy advocacy.
  • Conduct supportive supervision for the In Charge of CHWs and CHWs to ensure quality implementation of iCCM and home-based Malaria (HBM) activities in accordance with the national guideline.
  • Assist finance staff to prepare financial forms to advance/reimburse funds for on-going activities
  • Assist finance staff to review process and reconcile payment documentation from trainers, program, technical and management staff
  • Prepare, avail job-aids, and training materials in coordination with the Procurement team and ensure that materials and supplies reach target sites in a timely manner.
  • Assist in organizing meetings, trainings, field visits, events, and other project activities.
  • Update the supervisor on field visit findings, propose solutions, and monitor their implementation as well.
  • Represent IM Project /Jhpiego in relevant meetings organized by supported Districts.
  • Assist in other programmatic and administrative duties as required.
  • Perform any other duties requested by the Supervisor

Required Skill& Abilities:

  • Ability to coach, mentor and develop technical capacity in national programs and technical staff
  • Excellent management, supervision/mentoring, organizational skills, communication, and interpersonal skills to work in a multi-disciplinary team setup and ability to establish and maintain effective working relationships
  • Self-management is necessary (i.e. motivation, dealing with pressure, adaptability), detail-oriented, professionalism, and consistent image
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Ability to work proactively, organize and manage own work and assist others to do the same

Education & Qualifications+ Experience

  • At least a Bachelor’s Degree in Nursing Sciences, Bachelor’s Degree in Clinical medicine and community health, or Bachelor’s degree in Public health with a background in nursing. A strong requirement of Valid and current license to practice from relevant bodies (Rwanda Council of Nurses and Midwives (NCNM) or Rwanda Allied Health Professions Council (RAHPC).
  • Additional trainings related to child health, Malaria or Community health and project planning and management
  • Experience for training in iCCM) or Integrated management of childhood illness (IMCI)
  • Minimum of 5 years of experience in community health-related activities and programs.
  • Previous experience in Malaria and ICCM implementation projects
  • Ability to cultivate strong collaboration with other team members and key stakeholders
  • Experience with a mix of practical technical skills in Malaria necessary for strengthening Malaria service delivery at the regional, national, clinical and community-level
  • Skilled in Malaria surveillance, M&E and at least two or more of the following technical areas: strengthening service delivery programs, training, pre-service education, performance, and quality improvement
  • Experience in working with senior MOH officials and dignitaries, executives of NGOs, FBOs, CBOs, the for-profit business community and senior members of the donor community
  • Demonstrated in-depth understanding of Rwandan healthcare system, particularly the public health system
  • Experience in living and working in Rwanda preferred
  • Language requirement: (Fluent) speaking/reading English, French, and Kinyarwanda is preferred
  • Strong skills in Office 365
  • Familiarity with USAID or other USG regulations, compliance and reporting procedures and systems
  • Ability to travel 50% of working time
