Head Supply Chain
CIMERWA Ltd is Rwanda’s largest cement manufacturer with a capacity of 600,000tons of cement per year with PPC Ltd having 51% shareholding. The company operates a dry process technology Plant in Muganza Sector, Rusizi District in Western Province. As part of its localization and optimization plans the Company is recruiting professionals to fully optimize its production capacity and hence cater to the country’s growing demand for cement and that of the region. CIMERWA Ltd is looking for an experienced professional to fill the following vacancy.
Head Supply Chain (1)
Key duties and responsibilities;
Reporting to the Chief Executive Officer, the Head Supply Chain will be responsible for the following duties;
- Design and implementation of policies related to Procurement and Logistics across the business with the aim of building a world-class Supply Chain function (inbound & outbound logistics and procurement).
- Development and implementation of a SMART Supply Chain business plan that is clearly linked to the Company Business Plan.
- Systematic and timely execution of the Supply Chain business plan including strategic, tactical, business development, organizational, and staff initiatives.
- Lead and manage the Supply Chain Operations team in full accordance with Company policies, standard operating procedures, and work instructions.
- Lead the identification of continuous improvement processes and opportunities and ensure timely implementation collaboration with other teams (i.e. finance, plant operations, and IT), including adequate tools and systems.
- Apply a structured methodology and lead change management activities across supply chain operations.
- Create and lead the implementation of Health & Safety policies, standards, work instructions, and standard operating procedures by Supply Chain staff and external partners with a focus on road safety.
- Push for maximum exploitation technology to create value to the business in the management. This seeking and implementation of digital solutions, deeper use of the Enterprise Resource Planning (SAP ERP), and Logistics Management systems.
- Logistics:
- Accountable for the design, development, and implementation of cost improvement solutions in inbound, inter-unit, and outbound logistics.
- Manage logistics costs through clear staff productivity measures and supplier Service Level Agreements.
- Negotiate contracts and rates with transport providers and warehouse managers.
- Execute industry-standard policies related to quality, safety, and process improvements.
- Ensure cost containment by adherence to the optimal sourcing model and implementation of backhaul and other innovative solutions.

Procurement:
- Oversee the procurement function in the business and ensure a service-driven mindset to the plant operations in order to support the achievement of operational efficiency/continuity and value for money.
- Directly responsible for strategic sourcing of identified critical inputs
- Maintain a total cost perspective with a lean mindset with the aim of cost reduction, optimization of working capital, protecting business continuity, and enhancing the efficiency of operations.
- Ensure the existence of SLAs with suppliers and implement a framework for the measurement of performance against the agreed SLAs.
- Maintain clear and consistent communication with suppliers and transportation contacts throughout the procurement lifecycle.
- Proactively engage suppliers in identifying potential issues, resolutions, and opportunities.
- Planning, Analysis, and Risk Management:
- Monitor inventory levels of critical items and put in place strategies and actions to avoid stock-out or excessive inventory holding
- Generate daily, weekly and monthly reports to provide stakeholders with actionable data and insights regarding current stock levels.
- Ensure data accuracy and effective stock monitoring framework/tools are in place in collaboration with finance and plant operations.
- Strongly contribute to the S&OP (sales/logistics/production) planning and effectively drive the logistics/procurement actions in this process. This includes collaboration with plant operations and sales to develop long term, mid-term and short term sales and operation plans/forecasts.
- Design and implement a robust procurement and logistics performance analysis framework/system that will be used to engage senior management and the business on performance progress on critical Key Performance Indicators
- Carry out capacity and performance analyses to ensure that forecasts and schedules are aligned and integrated
- Measure and improve the accuracy and stability of the plans across the various parts of the business.
- Define and implement minimum stock levels to reduce NWC at acceptable risks for situations of stock out both for raw materials as well as other products.
- Continuously maintain and refresh the logistics/procurement risk & opportunities register. Promptly take action to mitigate or eliminate risks and to take advantage of opportunities.
- Other duties as may be allocated from time to time by the supervisor.
Education and experience requirements:
- 10+ years in a similar environment, most of which should have been as a senior procurement/logistics/supply chain manager.
- Experience in Client Relationship Management and Stakeholder Relationship Management
Skills and competences required
- Knowledge of the Rwandan and regional regulatory environment and how this impacts the procurement and supply chain activities.
- Good knowledge of contracting, negotiating, and logistics operations.
- Exposure to manufacturing (especially Cement), mining and logistics industries would be an advantage.
Qualifications and Competencies:
- Bachelor’s Degree in logistics, procurement, supply chain management, business management, or a relevant field. A Master’s degree would be an advantage.
- Strong leadership and proven ability to recruit, a direct, train, and manage teams.
- Experience with large-scale organizational change efforts and continuous improvement efforts.
- Ability to manage multiple priorities within the deadline and prioritize effectively, while delivering high-quality work.
- Solution-oriented with a high sense of quality, attention to detail, accuracy, efficiency, and meeting tight deadlines.
- Strong negotiation skills at a senior level, including cross-border companies.
- Excellent written/verbal communication and interpersonal skills with a strong sense of client service.
- Strong organizational skills and ability to perform multiple tasks simultaneously, set priorities, and work in a team with diverse cultural backgrounds.
- Ability to work comfortably with Microsoft Office software, specifically Word, Excel, and PowerPoint.
- Experience with ERP or procurement/supply chain management software.
- Willingness and availability to travel, and perform other duties as needed.
