The Rwanda Environment Management Authority (REMA) in its capacity as the National Designated Authority (NDA) for Green Climate Fund (GCF) in Rwanda together with the Global Green Growth Institute (GGGI) Rwanda, its Delivery Partner, will undertake a twenty-four months project on National Adaptation Planning (NAP) Readiness Support. The NAP Readiness aims to build flood resilience capacities in Rwanda in line with the governmental policies, strategies and priorities, and enhance Rwanda’s capacity to respond to climate change in high risk zones by implementing a NAP for integrated flood and landslide management in urban areas.
Objectives/Purpose of the Assignment
The Green City Development Consultant for the National Adaptation Readiness and Preparatory Support for Building Flood Resilience Capacities in Rwanda (hereafter referred to as the “Project”) will provide technical expertise and oversight to all project technical components, ensuring quality control of technical studies, and support to the Project Coordinator in the coordination of the implementation of the technical aspects of the GCF project as stipulated in the project document.
The role of the Green City Development Consultant will involve guiding and overseeing the technical studies of the 5 selected sites as well as contributing to the elaboration of the runoff reduction guidelines.
This process will entail close collaboration with the Project Team, Rwanda Environment Management Authority (REMA), Ministry of Environment (MoE), Ministry of Infrastructure (MININFRA), Ministry in charge of Emergency Management (MINEMA), City of Kigali, Meteo Rwanda and other Districts and institutions related to the projects area of focus.
Output/Reporting Requirements/Deliverables
Under the direct guidance of the NAP Project Coordinator, the Green City Development Consultant will, in collaboration with the team, be responsible for the following tasks:
- Assessing the identified 5 sites to guide the consultancy firm in carrying out the appropriate technical studies;
- Contribute to the elaboration of the runoff reduction guidelines;
- Contribute to the production of all relevant reports, knowledge and capacity building content.

Qualifications/Experience/Expertise
- Advanced degree (MSc or PhD) in Civil Engineering or a related field. Undergraduate degree combined with specialized experience in similar projects and/or organization/s may be considered in lieu of a master’s degree;
- At least 5 years of relevant professional and practical experience in infrastructure preparation and management, civil works including design and supervision. Demonstrated experience in design of infrastructure for storm water management is considered an added advantage;
- Experience working on adaptation to climate change and natural hazard risk management, including disaster risk reduction being an asset;
- Good understanding of national policies and regulations pertaining to the sector;
- Good knowledge of the relevant design norms and construction legislation and regulations;
- Good organizational and interpersonal skills, ability to work effectively both independently and as part of a team;
- Excellent communication, coordination skills and ability to liaise with various stakeholders.
- Excellent presentation, report writing and analytical skills.
- Capability to deliver within a specified deadline.
- Fluency in written and spoken English is required with fluency in Kinyarwanda considered an asset.
Additional Information
- Contract value: up to USD 56,500 (dependent on qualifications)
