Accreditation And Quality Improvement Specialist

Role Overview

The Accreditation and Quality Improvement (QI) Specialist will support the coordination of clinical QI initiatives (e.g. oncology; noncommunicable diseases; mental health; maternal, neonatal, child, and adolescent health; and surgery) while engaging stakeholders to adopt good clinical practices based on lessons learned from QI projects. They will also provide strategic advice and practical guidance to PIH-supported health facilities to meet the MOH accreditation standards. The Specialist will work under the Director of Health Systems Strengthening, within the Health Systems Strengthening (HSS) department, which focuses on health system decentralization, quality improvement, and biomedical and laboratory support in health facilities.

Responsibilities

  • Liaise with PIH district and programs leadership to identify QI and accreditation priorities. Design and implement interventions to address the identified needs
  • Work with program and health facilities leaders to identify and leverage available resources to address quality gaps
  • Assess QI and accreditation training needs; design, develop, and deliver QI and accreditation training to the staff of PIH and supported health facilities
  • Support PIH programs to develop, implement and evaluate their annual QI plans
  • Support the operationalization of facility QI and accreditation committees in supported health facilities
  • Support patient satisfaction feedback initiatives including reporting on patient feedback mechanisms such as “Ijwi ry`umurwayi” and clients’ suggestion box
  • Provide technical guidance and assistance to PIH programs, health facilities QI committees, and QI officers in identifying, planning, implementing, monitoring, and evaluating QI projects
  • Assist with development and review of QI and accreditation monitoring tools
  • Provide technical support to health facilities in implementing accreditation program with the aim of improving the accreditation score of PIH-supported health facilities
  • Contribute to the documentation of best practices and lessons learned that can advance the delivery of high-quality health care services
  • Contribute to implementation research in the area of QI and health facility accreditation
  • Represent PIH in meetings of the national technical working groups on quality and accreditation
  • Facilitate the process of domestication and dissemination of quality improvement standards in clinical areas where they exist
  • Develop and manage a repository of completed, current, and upcoming QI interventions at PIH
  • Develop a strategy and advise supported hospitals and health centers on compliance with MOH quality standards
  • Review the accreditation reports and propose an operational plan to improve performance for the next evaluation
  • Building the capacity of healthcare workers to meet quality standards in healthcare
  • Coordinate a learning collaborative between the three supported districts and reinforce the community of practice in QI and accreditation
  • Help build a culture of continuous quality improvement in PIH clinical programs and in supported health facilities

Skills and Experience

  • Qualitative and quantitative data analysis experience*
  • Strong writing skills, including experience drafting proposals and/or academic papers*
  • Experience working with databases such as Redcap or Oracle Clinical*
  • Experience facilitating workshops, trainings, or similar activities*
  • Familiarity with the Rwandan health system demonstrated through prior experience working or volunteering at a public hospital or clinic*
  • Experience navigating Microsoft Office platforms*
  • Prior work experience in healthcare standards and accreditation
  • Prior experience leading a quality improvement project
  • Experience in QI methodology
  • Experience mentoring and coaching QI teams
  • Working proficiency in Kinyarwanda
  • Willingness to travel to rural locations
  • Ability to think creatively around long-term program objectives
  • Ability to work independently
  • Team player and able to engage and work with stakeholders from public health facilities
  • Ability to adapt easily and flexibly
