Job Title: East Africa Finance & Administrative Officer

Location: Kigali, Rwanda

Timing:   Part-time, 20 hours / 5 days per week

Start date: January 2021 [applications accepted through Dec 17]

Length: 1 Year Contract with possibility for a long-term, full-time position

Salary: Commensurate with experience

Global Grassroots is seeking a part-time East Africa Finance & Administrative Officer to manage our financial, human resources, legal, administrative and regulatory needs for our East Africa operations (primarily Rwanda and Uganda).  The East Africa Finance & Administrative Officer will work with our East Africa Senior Program Officer based in Kigali and Finance & Administration Officer based in the United States. The position reports to our Founder & President. The role may move into a full-time position as needs grow and as and when mutually agreeable.

RESPONSIBILITIES:

FINANCIAL: 

  • Enter all East Africa transactions into QuickBooks and reconcile all accounts monthly
  • Manage organizational budget and finances
  • Provide all necessary documentation for tax preparation and financial reporting
  • Serving as bank liaison, managing banking and reconciling accounts monthly
  • Coordinate with US finance staff to provide African expenses
  • Collaborating with program staff to develop budgets, track spending and analyze actuals
  • Providing monthly financial reporting for leadership and board
  • Collaborating with fundraising personnel to provide reporting on particular grant spending

HUMAN RESOURCES:

  • Process monthly payroll in Rwanda and Uganda, including direct banking and mobile money transactions
  • Ensure all local, regional, and country taxes (outside US) are paid on time.
  • Setting up and maintaining confidential employee files, forms and contracts, including overseeing the administrative aspects of onboarding of all new employees in East Africa
  • Contributing to the development and implementation of policies and procedures governing personnel, volunteers, interns and international visitors
  • Overseeing any needs related to insurance, withholdings, and benefits policies
  • Managing any legal or documentation requirements related to our proprietary curriculum, intellectual-property agreements, the training, licensing and use of our materials by staff,  partners and trainees, and releases for use of participant data and photography, among other needs.
  • Overseeing the maintenance of annual health insurance and wellbeing policies
  • Managing relationships with vendors providing benefits services
  • Responding to employee inquiries regarding benefits, payroll, and other administrative concerns
  • Overseeing all HR policies as outlined in GG’s Employee Code of Conduct
  • Facilitating and improving communication methods within the organization
  • Stewarding the wellbeing of the organization and staff

LEGAL / REGISTRATION

  • Maintaining GG registration as an NGO in good standing in Rwanda and Uganda
  • Managing government reporting requirements and submit documentation to authorities
  • Providing financial reporting to the US as needed for grant, legal and financial regulation purposes
  • Leading in Rwandan government administrative requirements, including registration, annual report and action plan.  Includes coordination with local officials during annual evaluation and participation in JADF expositions.
  • Communicating with the Rwanda Revenue Authority and Rwanda Social Security Board (RSSB) and PAYE and other counterpoints in Uganda

GENERAL OFFICE: 

  • Providing logistics support for programs and events
  • Supporting additional projects and meeting/event set up and execution as needed
  • Ensuring that all organizational activities and operations are carried out in compliance with the regulations and laws governing business operations of an NGO
  • General administrative support, and occasional research
  • Working closely with organizational leadership providing overall support, and anticipating needs to provide maximum efficiency and impact.
  • Managing office and administrative needs, including maintaining office supplies, equipment, software, furniture and other technology, data, information, and communications needs
  • Tracking and maintaining organizational records including official and legal documents, tax-exempt status, bank accounts, insurance policies, audit documents, etc.
  • Supporting program staff in managing organizational program files
  • Monitoring outside inquiries and coordinating responses from appropriate parties
  • Other administrative and program tasks, as needed, including translation, and logistics with teams and foreign visitors

SKILLS/EXPERIENCE:  

  • Bachelor’s Degree in Finance, Accounting, Business Administration, Economics or similar field
  • Approximately 4-5 years’ experience in human resources, office management, operations, financial management, and bookkeeping, preferably in an NGO environment;
  • Knowledge of and familiarity with QuickBooks accounting software; experience with financial spreadsheets and data management systems, tax support, bookkeeping and payroll duties required, preferably in the context of an international NGO; proficient computer skills, including Microsoft Office Suite (Word, PowerPoint, and Excel);
  • Demonstrated ability to communicate with a diverse set of community stakeholders – Board of Directors, partners, program participants, staff, consultants, etc.;
  • Natural tendency to be proactive in offering ideas and new ways to enhance the work;
  • Ability to conceptualize systems and processes from start to finish;
  • Excellent interpersonal, written, and oral communication skills; and ability to communicate effectively and transparently about work
  • Impeccable time management skills and the ability to meet all internal and external deadlines;
  • Ability to maintain a high level of professionalism and confidentiality;
  • Demonstrated ability to be self-motivated and flexible;
  • Ability to take initiative and work well both independently and on a team;
  • Strong attention to detail and a strong work ethic;
  • Interest and experience in gender issues, international development, entrepreneurship, the environment, water, social issues and psychology, trauma healing, and/or individual wellness
  • A commitment to personal growth and awareness

This position is currently offered initially for 20 hours per week with the intention of moving to full-time as needs grow. The work schedule can be flexible. Occasional urgent crunch periods.
