DISTRICT TEAM LEADER JOB ADVERT

FXB Rwanda is a Rwandan Local Non-Governmental Organization (NGO) created in February 2012. It is affiliated to FXB International; an international NGO created in 1989, whose mission is to fight poverty and HIV/AIDS. FXB Rwanda in partnership with Boston College of the United States is implementing a research program on children and adversity in Rwanda.  FXB Rwanda is a leading implementing partner of a research initiative, Strong Families locally known as “Sugira Muryango.” Which focuses on home-visiting to promote early childhood development (ECD) for families living in extreme poverty in Rwanda. This year, FXB Rwanda in partnership with Boston College School of Social work received funds from multiple donors to scale up the Sugira Muryango interventions in Rubavu, Nyanza & Ngoma Districts. The current staff vacancy is for the Rubavu District office. FXB Rwanda is recruiting one competent and dynamic Rwandan national to fill the position of District Team Leader.

Position title: District Team Leader

Reports to:  Program Manager

Number of Positions: 1

Job Location: District Office in Rubavu

Period: One-year renewable based on performance including three months of Probation period.

JOB PURPOSE

Sugira Muryango is a Family Strengthening Intervention (FSI) research initiative designed for families living in extreme poverty. It is a preventative, family-based model that uses home visiting and active coaching to encourage positive parent-child interactions while discouraging violence against children. This intervention will be examined via a randomized control trial to test the impact on children’s overall ECD when the intervention is delivered by the government social protection volunteer workforce, Inshuti z’ umuryango (IZU).

Under direct supervision of Program Manager, the District Team Leader will be responsible for the day to day coordination of program interventions by leading the group of Sector Level Associate Trainers to become a dynamic team that provides high-quality training and follow-up mentoring to Cell-Level mentors across the whole district. You will ensure that through the team, quality support is given to even the remotest areas and to benefit all children in extreme poverty, including those with disabilities. He or she will work closely with the Program Manager through regular updates concerning ongoing program interventions.

KEY RESPONSIBILITIES AND ACCOUNTABILITIES:

  • Coordinate day to day implementation of the program interventions across all sectors within the district
  • Ensure quality implementation of program components as guided by the Sugira Muryango Program Manager and other technical staff
  • Provide technical and programmatic leadership in project/training design, implementation, and evaluation within the district.
  • Coordinate the team of Sector Level Associate Trainers at the district level to ensure proper coaching and mentorship to deliver high-quality program services.
  • Participate in various working groups, including the ECD working group and JADF meeting, to monitor adherence to national and program guidelines.
  • Promote engagement with the district and other partners working in the ECD and health sectors
  • Provide technical guidance, facilitate project-related training and support quality capacity building to Sector Level Associate trainers in ECD services delivery.
  • Provide feedback on questionnaires, surveys, and other data collection instruments through critical analysis
  • Assist in the preparation of drafts of Sugira Muryango Program’s quarterly and annual reports in line with the donor’s reporting timelines.
  • Support the District Team Leader in the training of Sector Level Associate Trainers in identifying, managing and tracking risk of harm and referral cases
  • In conjunction with the Sub-District Team Leader, represent FXB Rwanda at local government and stakeholder meetings
  • Take lead on identification, analysis, documentation, and dissemination of lessons learned, best practices and success stories from the program.
  • Liaise with Program Manager and others to ensure the delivery of quality training, technical assistance to program staff.
  • Conduct regular site supervisory visits to Sector level staff to identify gaps and provide support for quality improvement.
  • Prepare event and activity reports, field monitoring reports, and quarterly and annual/final project implementation reports.
  • Working closely with other program staff, support regular monitoring of program activities implementation for quality and timeliness of reporting.
  • Review narrative field visit reports prepared by Sector Level Staff and Cell Mentors during their field visits and supervision to Community Based Volunteers.
  • Perform any other duties as may be requested by his or her supervisor.
  • KNOWLEDGE, SKILLS AND ABILITIES REQUIREMENT KNOWLEDGE

  • Minimum Bachelor’s degree (preferredpsychology, social science or health relatedfields);
  • At least 3 years of experience in working with OVC or ECD field including experience in assessing; ECD development, activities to promote ECD, nutrition as a means of promoting ECD;
  • Excellent written and oral communications skills in both Kinyarwanda and English;
  • Ethical sensitivity and strong judgment in working with vulnerable households;
  • Proficient in Microsoft Word, Excel, PowerPoint, and Email (Gmail preferred);
  • Willing to work with a diverse group of team members and under minimum supervision;
  • Self-directed, reliable and hard-working;
  • Respect for and comfort working with vulnerable populations;
  • Experience in extensive community data collection (field work);
  • Experience in team management and supervisory skills
  • Having a driving license – (Cat. A) Is an added advantage.
  • Residing in the district is an added advantage
  • Experience using RedCap or Survey CTO is highly desirable
  • OTHERS SKILLS AND ABILITIES

  • Practical experience in ECD training and nutrition
  • Proven experience in working with partners
  • Ability to professionally represent FXB Rwanda to other partners within the district
  • Strong organizational and planning skills
  • Strong interpersonal, multi-cultural and training/mentoring skills.
