Digital Learning Advisor for Atingi project – Africa Cloud (DSSD Program)

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy and ICT (Information and Communications Technology).

Atingi is a new pan-African digital learning platform designed to empower young people in African countries for future employment opportunities. Atingi has been developed within the framework of the Global Project “Africa Cloud”, implemented by GIZ on behalf of the Federal Ministry for Economic Cooperation and Development. The Ministry for ICT and Innovation (MINICT) is the most important implementation partner for the project. The Africa Cloud Project is closely linked to the Digital Solutions for Sustainable development Project and is hosted in the Digital Transformation Center and will be under the same management.

GIZ Rwanda is currently looking for an Advisor for the Atingi-Africa Cloud programme.

        A.  RESPONSIBILITIES

  • Provide technical advice to partners and to the local community on the e-learning platform;
  • Assist and monitor various activities related to the deployment and use of the e-learning platform in Rwanda and to the Africa cloud project;
  • Support MINICT, RISA and other partners on design and implementation of the Africa Cloud project;
  • Assist with communication among technical community to include Atingi and Africa Cloud

      B.  TASKS

  • Work closely with MINICT for the implementation of Atingi e-learning platform and Africa cloud.
  • Support MINICT and other Partners during the implementation phase.
  • Assist MINICT and partners in the review of various technical documentation and various technical advice.
  • Participate in selection process of the content, features and technology to be used during project implementation.
  • Facilitate communication/workshops with stakeholders and implementation teams.
  • Assist and monitor different activities and ensuring compliance with the design and scope
  • Supervise resolution of issues around project implementation.

       C.  QUALIFICATIONS

  1. Required qualifications, competences and experience
  • University degree either in a digital topic/computer science or with a focus on pedagogy, educational science, distance education/educational technology, education management or comparable degree
  • Digital literacy and very good computer skills if graduated in the field of education or other
  • Teaching/tutoring experience if graduated in a digital topic (e.g. computer science)
  • Further qualification or training in project management and/or agile methods
  1. Professional experience
  • At least 4 years’ professional experience after graduating
  • Experience in the moderation of workshops
  • At least 2 years of experience in consulting, ideally in accompanying development or change processes
  • Experience in projects of development cooperation or international cooperation, preferably with GIZ
  1. Other knowledge, additional competences
  • Know-how on social media and/or communication with digital media
  • Fluent in English
  • Programming skills
  • Experience with learning management and/or content management systems
  • Experience in working with the tech start-up scene
  • Experience with blended-learning models
  • Know-how about web platforms, mobile applications, working with data
  • Knowledge of French and or German is a plus
