Global Green Growth Institute

Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as “green growth”, which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

Rwanda commitment to green growth is reinforced through the National Green Growth and Climate Resilience Strategy; with programs and actions including sustainable land use management, resilient transport systems, low carbon urban systems, low carbon energy grid, ecotourism, green industry among others, the signing of the Paris agreement and issued Nationally Determined Contribution to Paris agreement and the priority given to developing secondary cities as model green cities with green economic development opportunities. The Government of Rwanda and GGGI agreed to work together and implement an in-country project for green growth and climate action – the Readiness Support to Capacitate Rwanda’s Subnational Level Actors in Green Growth and Climate Resilience

GGGI’s core delivery model aims to build longer term capacity of the Governments to develop and implement national/subnational/sectoral green growth strategies and plans that promote paradigm shift towards low-emission and climate resilient economic development pathways. This position will be embedded in Cleaner Production and Climate Innovation Centre (CPCIC) established under the National Industrial Research and Development Agency (NIRDA), to implement the CPCIC Five Years Strategic Plan towards the sustainability through the outreach of the  CPCIC’s mandate, enhance public and private awareness of Cleaner Production and Resource efficient  concept, the work of CPCIC, and dissemination of developed materials on Resource Efficient, Cleaner Production, Industrial Symbiosis, Sustainable Consumption and Production, Circular Economy and Climate Innovation Technologies. The Individual consultant will work closely with NIRDA, REMA and GGGI Rwanda country team.

Objectives/Purpose of the Assignment:

The objective of the assignment is to support the implementation of the CPCIC Five Years Strategic Plan by developing the CPCIC’s stakeholder’s engagement strategy and plan and the Internal Institutional capacity development.

Scope of Work:

Established under the National Industrial Research and Development Agency (NIRDA) of the Ministry of Trade and Industries (MINCOM) in line with the Government of Rwanda commitment to environmental protection and promotion of green economy, CPCIC bridges a gap between government interventions to boost local industries, and the use of more resource efficient and cleaner production principles. The centre ensures that all technology, process and service choices made by the private sector and the public sector embrace the best practices in terms of climate change resilience, circular economy and cleaner and/or efficient production. It also provides an ideal platform to support private sector initiatives to apply sustainable business practices and protect the environment. Its services include policy guidance, awareness and technical training, business and consultancy services, access to finance, networking and information dissemination, and increasing opportunities for innovation and empowerment of women and girls.

REMA has nominated GGGI as GCF readiness and preparatory support project delivery partner to oversight the implementation of the project activities including human and financial management

In the above framework, Cleaner Production and Climate Innovation stakeholders’ engagement individual consultant will work in collaboration with GGGI Rwanda Team, Rwanda Environment Management Authority (REMA) which is the NDA, NIRDA and CPCIC; to support to the Centre in stakeholders’ engagement, awareness creation, and capacity building.

Output/Reporting Requirements/Deliverables:

The Cleaner Production and Climate Innovation stakeholders’ engagement Individual consultant, in collaboration with project team and CPCIC, will be responsible for the following assignments:

    1. Development and delivery of the CPCIC’s stakeholders’ engagement strategy in line with the center’s five years strategic plan
    2. Development of new stakeholder’s engagement and awareness creation products and channels
    3. Develop and deliver a nation awareness creation campaign

 

To complete the above assignment, the following deliverables are expected with recurrent media weekly reviews:

9 Internal institutional communication capacity need assessment and development

 

Qualifications/Experience/Expertise 

    • At least a master’s Degrees in relevant field such as Journalism, Public Relations, mass communication, or related areas
    • Minimum 5 years of relevant experience;
    • Demonstrated technical knowledge of stakeholders’ engagement and efficient management of social media accounts and website;
    • Demonstrated capacity to supervise the production of the audio-visual content for websites and online social media;
    • Demonstrated technical knowledge of green growth, cleaner production, and resource efficiency
    • Demonstrated ability to build collaborative working relationships with government and private sector counterparts;
    • Previous experience in public relations, communications and knowledge management;
    • Fluent in English and knowledge of French is beneficial;
    • Experience in Rwanda is an added advantage 

 

Additional information

    • Contract value: up to USD 45,700 (dependent on candidate’s credentials)
    • Contract duration: 10 months
