STRUCTURAL ENGINEER – NHLS PROJECT MANAGER, NOC (WHO RWANDA)

Grade: NOC

Contractual Arrangement: Special Services Agreement (SSA)
Contract Duration: 12 months

Duty Station: Kigali-Rwanda

PURPOSE OF THE POSITION:

WHO Rwanda is providing technical support to the Government of Rwanda during the construction of an ultra-modern facility dubbed the National Health Laboratory Services (NHLS) in Kigali. The newly established NHLS will have high containment laboratory capabilities (biosafety level 3 extensible to level 4 in future) to handle highly infectious and pathogenic organisms.

The incumbent will be responsible for overseeing the WHO project team and providing technical assistance to the NHLS project, which consists of two main components with the following objectives

Under component I: Support establishment of the NHLS with high containment capability (Biosafety Level 3/4) that meets applicable requirements and international best practices

Support the planning and design phases of NHLS construction to ensure it meets applicable requirements and international best practices for a high containment laboratory
Strategically and technically support the preparation for optimal NHLS operationalization and the delivery of quality and safe laboratory services according to international standards in a safe environment
Under component II: Strengthen the national public health laboratory network focusing on primary health care (PHC) facilities (community, health centres and district hospitals) for health system resilience and overall health system performance to achieve UHC-related objectives
Strengthen the quality and capacity of diagnostic services from the community to district hospitals level
OBJECTIVE OF THE PROGRAMME:
The mission of WHO’s Health Emergencies Programme is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

DESCRIPTION OF DUTIES

Under the overall guidance of the WHO Representative and with technical support from experts based at the WHO Africa Regional Office (AFRO) and headquarters (HQ), the incumbent will be responsible for the following functions:

Manage and supervise a multi-disciplinary team under the WHO NHLS technical assistance (TA) project, consisting of national experts, international consultants and administrative staff, and ensure effective communication and coordination between WHO and Rwanda biomedical centre (RBC).
Provide technical support in designing and conducting of NHLS Project feasibility study and interpretation of feasibility study findings
Contribute technical expertise to project concept, schematic and detailed designs.
Provide expert opinion/advice on all engineering issues.
Provide technical support in the development of technical tender documents for the NHLS construction
Support in the evaluation of the proposals received during the tendering process and support in writing evaluation reports accordingly
Oversee the day-to-day activities related to the management and implementation of the Project, including project monitoring and evaluation, financial management, progress and financial reporting.
Ensure timely preparation, or as appropriate supervise the preparation of, progress reports, annual reports, project completion report and other reports that may be required by the stakeholders
Participate and represent WHO as a non-decision-making member in the National NHLS Project Steering Committee (PSC).
Participate and contribute to relevant technical NHLS project meetings.
Provide reports at the end of each month (or more frequently as required) on TOR deliverables and submit to their supervisor.
Produce an end of contract report 1 month before the end of the contract.
Perform any other duties as assigned by supervisor.

Significant experience preparing Bills of Quantity (BOQs), request for proposals (RFPs), scopes of work (SOWs), design documents and overseeing the selection process for construction projects
Effective interpersonal, management and negotiation skills proven through successful interaction with stakeholders, including senior government officials, regional/local authorities and experts
Ability to independently initiate and lead the preparation and management of project activities with a clear focus on reaching defined outputs in a timely manner as agreed in project documents and work plans
Proven effective managerial skills; ability to interpret project information and to identify and analyse challenges as a basis for finding appropriate solutions; ability to provide technical guidance and support to staff and beneficiaries
Excellent oral and written communication skills.
Demonstrated proficiency of project management, project reporting, and risk management.
Strengthen the quality and capacity of diagnostic services from the community to district hospitals levelExperience of working in complex environments and large-scale infrastructure and/or civil works, particularly in the field of construction project management, monitoring, evaluation, quality assurance and quality control as well as construction supervision.Advanced computer skills, including project management software such as Smartsheet, Microsoft Office Suite including Excel, Word, PowerPoint, and Outlook and comprehensive knowledge in engineering software applications (i.e., AutoCAD, SAP2000, Prokon, ETABs) is desired.This post is subject to local recruitment and will be filled by persons recruited in the local commuting area of the duty station.Subject to the agreement of both parties, these terms of reference may be amended periodically, in the interest of the project.
REQUIRED QUALIFICATIONS

Education

Essential:

University degree in Civil or Structural Engineering, Architecture or other relevant technical area.
Registered with relevant professional bodies with a valid and appropriate professional license.
Training in Project Management
Desirable:

Advanced University Degree in Civil or Structural Engineering, Architecture or other relevant technical area.
Registered with relevant professional bodies with a valid and appropriate professional license.
Post graduate degree in Project Management
Experience

Essential:

Minimum 5 years’ experience in managing and supervising medium to large-scale construction works in the public and/or private sector.
Desirable:

Experience of working in complex environments and large-scale infrastructure and/or civil works, particularly in the field of construction project management, monitoring, evaluation, quality assurance and quality control as well as construction supervision.
Functional Skills and knowledge:

Familiarity with building design and experience in construction of high containment laboratory facility is an added advantage
Proven experience and technical ability to manage a large complex construction project
Familiarity and knowledge of international tenders` basic principles and procedures
