Chief Operations Officer (COO)

VisionFund Rwanda seeks to hire a highly qualified, dedicated and experienced national for the position of Chief Operations Officer (COO). The successful candidate will be based in Kigali and reporting to the Chief Executive Officer

PURPOSE OF POSITION:

The Chief Operations Officer (COO) is responsible for ensuring proper implementation and execution of operational plans, including market development and product disbursement plan, creation of budget and cash flow projections for all branch offices, as well as internal controls, policies and procedures in all branches in support of reducing Vision Fund Rwanda’s risk exposures, especially operational and credit risks. The COO reviews credit methodology and new product development motivate branch teams, helps support social impact and social performance plans and alignment with World Vision Rwanda in the field. He/she creates a self-sustaining business with strong foundations (people, processes,

systems) that is capable of growing while managing risks. The incumbent leads the MFI operations, building an organization that honors Christian values by positively impacting the lives of many families and children through the delivery of appropriate financial services and training with a particular focus on the rural areas of Rwanda.

MAJOR RESPONSIBILITIES:

Leadership:

  • Heads the Operations Team comprising of Branch Managers, Team Leaders and Loan Officers.
  • Offers Leadership in Integration and continued effective relation with World Vision and other social programs.
  • Offers day to day strategic planning in operations.
  • Supervises the day to day branch operations through the Branch Managers to ensure that targets set & agreed upon are met.
  • Principal advisor to the CEO on all matters relating to operations and the entire business field business.
  • Exchanges information with the CEO and other departments and secures an adequate information flow within the Branch Operations Department.

 Portfolio Quality Management:

  • Plans and ensures the implementation of an adequate and timely reporting system with a focus on each branch’s asset quality, liquidity, capital adequacy & provisioning.
  • Champions the efforts in managing loan delinquency by closely monitoring the Branches and ensuring strict compliance with all policies and procedures.
  • Actively leads organizational response to branches with non-standard portfolio quality.

 Portfolio Growth:

  • Champions the efforts in mobilizing savings from the public.
  • Ensures that policies and procedures are applied consistently & uniformly across all branches.

Coordination:

  • Coordinates with other departments to make sure that there is appropriate branch liquidity Management.
  • Coordinates with the P&C Department in planning staff capacity of the branches.
  • Coordinates with IT Department any monitoring or reporting related issues, and resolves the issues at the soonest time possible.

 Planning:

  • Takes lead in developing Vision Fund Rwanda’s long-term operations strategy in line with Vision Fund International’s strategy.
  • Continually gathers information and analyses the strategic position of Vision Fund Rwanda (VFR) as compares to the industry.
  • Reviews and approves Branch Managers’ / Project Managers’ operating targets and objectives for all products and services, feeding into the monthly, quarterly and annual operating plans.
  • Conducts new and enhancement Product and Service process inclusive of pilot tests, evaluations, rollouts with appropriate approvals.

 Marketing:

  • Develops proposals for further improvement of operations, including concepts for new products and services.
  • Supervises the creation and implementation of plans and methods to create awareness of all products and services offered by the Micro Finance Institution (MFI).
  • Interacts with World Vision, the local community, business organizations, and industry networks to promote goodwill and generate new business (integration opportunities).

 Operational Policy Formulation & Procedures:

  • Proposes to the CEO any changes or enhancements to the branch operations manual.
  • Ensures compliance to all existing regulations.
  • Oversees the implementation of the internal control systems, ensuring the smooth running of the business and safeguarding the institution’s assets; Follows-up with the concerned branch manager(s) any actions required from the branches as
  • recommended by the audit findings.
  • Decides on all operational issues within the framework of existing regulations and management decisions.

  • Ensures that policies and procedures are applied consistently and uniformly across all branches.

 Staff Performance Management and Capacity Building:

  • Ensures that the operations staff receive adequate training; Participates in development/ reviews of a curriculum for the training of the Loan Officers; Collaborates closely with P&C in matters of training new and in-service operations staff.
  • Coordinates with the P&C department in planning staff capacity building of the branches.
  • Ensures the annual performance management Cycle (agreeing on annual and learning and development objectives, mid-term reviews and end of year reviews) is implemented for Operations managers.

Social Performance and Integration:

  • Champions integration with World Vision.
  • Ensures that the MFI reaches its target clients.
  • Ensures that clients and their children are protected and treated with respect in the provision of financial services through the implementation of the client protection policies.
  • Ensures that branch managers and staff are trained in and apply strong social performance practices.
  • Includes social goals and indicators into business planning, receives regular reporting to track progress and make operational decisions (new products, delivery methods) to reach those goals.

KNOWLEDGE, SKILLS & ABILITIES:

  • University Degree in Economics, Banking, and Finance, Accounting or Business Administration.
  • Master’s Degree in a relevant field is an added advantage.
  • Experience in credit and deposit operations.
  • Determined personality with initiative, perseverance and the ability to motivate and manage a team.
  • Capability and willingness to take responsibility and a highly developed sense of rectitude.
  • Ready to comply and live up to and in accordance with the organization’s Ideals and Core Values.
  • Be a good trainer, facilitator, mentor, and coach.
  • Very good communication and marketing skills.
  • Good knowledge of economic and financial topics.
  • Good analytical and problem-solving skills.
  • Must be a committed Christian, able to stand above denominational diversities.
  • Attend and lead daily devotions.

 Working Environment/Travel:

  • Office environment: typical office-based and frequent travel to fields (40% traveling and 60% office-based).
  • Travel: 90% Domestic 10% of international travel is desired.
  • On-call: Yes, in the after normal working hours.
  • Must get a Work Permit if not a local staff from within the Country.
