Position Overview
Pact seeks a Monitoring, Evaluation, and Learning (MEL) Director for the ACHIEVE Rwanda program. ACHIEVE is a five-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners.
The aim of ACHIEVE Rwanda is to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC), and adolescent girls and young women (AGYW) in selected high burden districts in Rwanda. The strategic objectives support the Government of Rwanda strategies and priorities for HIV mitigation and prevention, with an emphasis on minimizing negative impacts of HIV on OVC and AGYW; addressing social, behavioral and structural drivers of HIV, and improving access to comprehensive SRH and violence response services to prevent new infections. The project supports OVC services in two districts and DREAMS activities in two districts. The project also provides capacity development to two local implementing partners to coordinate and support OVC and DREAMS service delivery programming and for USAID and PEPFAR project implementation.
The MEL Director will be responsible for leading the design and implementation of all monitoring, evaluation, and learning activities under the project. S/he will develop and manage the project’s Monitoring, Evaluation, and Learning Plan, develop relevant M&E tools, and provide technical training and guidance to the project team and partners on relevant M&E tools and processes. S/he will oversee a team of M&E Officers and Database Administrator. S/he will lead the project data collection, data management, analysis, and data quality, as well as reporting to USAID through narratives, and PEPFAR through DATIM.
Key Responsibilities
- Oversee the development and implementation of the project’s MEL framework and systems for collecting, tracking, analyzing, and reporting the progress of the project activities against targets and expected outcomes
- Manage a team of M&E Officers and Database Administrator
- Ensure that USAID and PEPFAR reporting requirements are met, including regular reporting into PEPFAR’s DATIM system, and quarterly narrative reports to USAID
- Oversee electronic management information systems, including mobile data collection, and data management in ACHIEVE’s global DHIS2 database, imPact
- Oversee and support DREAMS reporting through national DHIS2-based database for DREAMS implementing partners
- Lead M&E capacity development of local sub-partners, including ensuring the M&E provides continuous, high quality technical assistance, training, mentoring and coaching to support sub-partners in: setting up and implementing M&E systems, OVC/DREAMS M&E, data quality management, basic data analysis, reporting, and using data for decision-making.
- Ensure quality of data reported to USAID/PEPFAR, including leading internal RDQAs and data verification and cleaning process, as well as participate in any external DQAs and coordinate closely with USAID on assessments.
- Ensure harmonization with standard reporting systems and tools.
- Develop or adapt existing data collection, collation and aggregation tools, and maintain project databases
- Coordinate the design and implementation of learning studies
- Liaise with counterparts at international, government, and other agencies involved in related activities and collaborate in promoting high quality results and complementary efforts
Basic Requirements
- A Master’s degree in public health, epidemiology, biostatistics, demography or related field
- At least 8 years of experience in establishing or managing M&E systems, tools, reporting, evaluations, and learning for data-intensive health programs, including community-based OVC and/or DREAMS activities
- Demonstrated M&E experience and leadership on PEPFAR and USAID-funded programs
- Up-to-date knowledge of PEPFAR MER guidance and DATIM
- Experience designing and overseeing data management systems, including longitudinal client tracking; experience with DHIS2 strongly preferred
- Proven skills in building M&E capacity of sub-partners in OVC, DREAMS, and/or HIV/AIDS.
- Experience managing a team
- Demonstrated ability to establish and sustain interpersonal and professional relationships with USAID Mission, Government of Rwanda, implementing partners, and local NGOs
- Experience with child welfare and protection programs, systems strengthening, capacity building, economic strengthening, service delivery, quality improvement, or policy development
- Strong writing and oral presentation skills, including fluency in English and French
Preferred Qualifications
- Demonstrated success implementing programming at the community level
- Expertise in and sensitivity to the socio-cultural barriers facing intended beneficiaries for this program
- Local candidates preferred
