JOB DESCRIPTION

Position Title:

Assistant Finance and Administration Officer, Rwanda

Reports to:

Finance and Administration Officer, Rwanda

Supervises:

Office Assistant

Duty Station:

Musanze, Rwanda

Grade:

A2

Contracted by:

IGCP

 I. Major Duties and Responsibilities: 

The main responsibility of the position of Assistant Finance and Administration Officer is to process payments, key in financial data in the accounting software and maintaining proper financial records/files both in hard and soft copies.

A.  Routine:

  • Preparing/Raising payment vouchers, journals, and verifying expenses and recording them in the financial system.
  • Manage IGCP fuel Smart Cards and coupons.
  • Be the keeper of the keys for Musanze vehicles, offices, and other IGCP premises.
  • Ensuring accurate filing of all financial documents both in hard and soft copies.
  • Maintain Musanze office petty cash and/or mobile money & ensure safe custody of the cash box & checkbooks during and after working hours.
  • Analyze financial data and recommend financial actions to Supervisors
  • Work closely with the field offices to ensure all transactions are compiled on a timely basis.
  • Prepare and manage project advances to staff.
  • Ensure accurate tracking and recording of project expenditures in Subsystems.

B. Monthly Reporting:

a.    Summary of bank accounts and cash balances.
b.    Prepare payroll for IGCP staff.
c.    Review vehicle fuel consumption and produce a report.
d.    Process cash account and prepare the petty cash reconciliations and certificates.
e.    Prepare and ensure that taxes are paid on a timely manner (PAYE, RSSF, tax withheld) and produce a report.
f.    Adhere to monthly reporting deadlines as indicated in the monthly reporting schedules.
g.    Perform any other duties as required.

C. Administration:

a.    Develop and follow IGCP procurement policies for purchasing office supplies, equipment, and services.
b.    Safeguard assets against theft, destruction, or inadequate maintenance.
c.    Manage office logistics and vehicles.
d.    Coordinate vehicle and equipment repairs.
e.    Support coordinate procurement process ensuring compliance to IGCP policy and donor requirements.
f.    Coordinate insurance renewals for IGCP vehicles, property, and staff.
g.    Organize hotel booking for IGCP staff & visitors.
h.    Perform any other duties as required.

II. Qualifications: Education/Knowledge/Technical Skills and Experience

Required Qualifications        

  • Bachelor of Business Administration (BBA) in finance or accounting, a professional accounting certificate will be an asset.
  • At least 3 years’ experience in accounting or related field.

Required Skills and Competencies

  • Experience in financial management software, knowledge of Subsystems will be an asset.
  • Willingness to work as part of a multi-cultural team.

Nationality: Rwandan

Salary Package: Negotiable within defined scales
