 ABOUT THE PROJECT

IntraHealth International through USAID’s Ingobyi Activity collaborates with the Rwanda Ministry of Health to reduce preventable infant and maternal deaths, reduce the incidence of malaria, and bring high-quality, integrated health services to more Rwandan mothers, children, and adolescents and to fight against the COVID-19 pandemic.

 Summary of the role

IntraHealth would like to hire the Adolescent Sexual and Reproductive Health (ASRH) Officer who will provide technical and programmatic assistance in the area of ASRH and act as an integral part of Ingobyi Activity team. Under the supervision of FP/ASRH Advisor, his/her responsibilities will include, but not limited to, providing ASRH technical assistance (TA) to Ingobyi zonal teams, youth-led organizations, local partners, and MOH/RBC.  S/he will be in charge of the coordination of ASRH activities in schools and out of school interventions, ensure on-time and quality planning, implementation, monitoring & evaluation, and reporting of the Adolescent Sexual and Reproductive Health interventions. The candidate will take responsibility for the support of the ASRH to increase the service demand in youth corners and youth centers in Ingobyi supported districts.

Key functions

The Adolescent Sexual and Reproductive Health (ASRH) Officer is responsible for the following functions:

Planning and integration of ASRH

  • Work closely with the Ingobyi technical team to plan, implement, and scale-up strategies for high impact interventions related to ASRH at the facility level.
  • Plan and implement capacity-building activities among health care providers, schools, and at the community level in adolescent (youth) friendly service provision in collaboration with districts and partner organizations
  • Monitor progress of implementation of work plan activities related to ASRH and ensure that activities are executed according to plan and any issues are discussed with supervisor in a timely manner.
  • Work closely with youth-led organizations to plan, implement and document youth innovations
  • Work collaboratively with other Ingobyi Activity team members and MOH/RBC to ensure good coordination and efficient programming and management.

 Coordination and Leadership

  • Coordinate the implementation of youth innovations
  • Provide technical oversight, strategic direction and ensure appropriate support for the implementation of ASRH program activities;
  • Lead strategies to effectively engage adolescent boys and girls as well as local government, health care providers, civil society, religious leaders, to foster community-wide commitments and actions to foster  adolescent  and youth healthy behaviors;
  • Build capacity in adolescent-focused analyses (e.g. government and partners) and conduct field-based analyses to ensure local specificities are considered in all adolescent health interventions;
  • Identify appropriate facility and community-based strategies to address ASRH service delivery gaps;
  • Develop service delivery strategies in coordination with local social behavior change (SBC) partner for accessing hard-to-reach populations with ASRH services, including the use of SBC and community outreach activities to increase awareness and demand for services;
  • Coordinate assessments, advocacy, demand creation, policy support, capacity-strengthening, and M&E across program sites as required by program activities.
  • Coordinate the formulation of approaches for scale-up of ASRH services to the Rwandan population by working with a wide range of technical experts to provide holistic needs, or segments of youth (in school or out-of-school), etc. In accordance with the Adolescent Sexual and Reproductive Health and Rights Policy and Strategic plan;
  • Work with health care providers, local authorities, community members, and program team members to identify and address service delivery gaps that impede access to ASRH services.
  • Document and maintain an inventory of successful ASRH tools, approaches, and best practices; and contribute to the development of technical reports and publications related to ASRH.

 Management

  • Work closely with FP/ASRH Specialists and SBC Officers based in zones in implementing ASRH activities
  • Maintain excellent relationships with MOH, USAID, and other in-country stakeholders.
  • Provide technical support during program monitoring and development of annual work plans;
  • Provide reports to the FP/ASRH Advisor and update all technical staff on successes, challenges, and lessons learned in the implementation of ASRH activities
  • Perform any other tasks as assigned by the supervisor.

 Requirement and qualifications

  • A Bachelor’s degree in nursing, midwifery, public health, or other clinical disciplines with a master’s in public health
  • Valid license issued by Rwanda National Council of Nurses and Midwives, Rwanda Allied Health Professions Council,
  • At least 3 – 5 years’ experience implementing and/or supporting ASRH programs
  • Technical understanding of adolescent and youth responsive health systems, family planning for adolescents and youth, social and behavior change for ASRH, and gender transformative programming for adolescents and youth.
  • Proven experience working with and for adolescents and young people, and track record of successful implementation of similar programs in Rwanda
  • Qualification as an “advanced trainer”, i.e. a person able to mentor other trainers in using competency-based approaches; experience training health workers on clinical aspects related to ASRH, peer education, etc.
  • Ability to work with senior MOH officials, executives of NGOs, FBOs, CBOs, the for-profit business community, and senior members of the donor community on ASRH/FP matters
  • Demonstrated in-depth understanding of the Rwandan healthcare system
  • Familiarity with USAID or other USG administrative, management, and reporting procedures
  • Ability to coach, mentor, and develop technical capacity in national programs and technical staff in ASRH
  • In-depth knowledge of ASRH global evidence-based practices
  • Strong oral and written communication and presentations skills in English; French and Kinyarwanda is preferred
  • Strong skills in word processing and Excel spreadsheets
  • Ability to travel nationally (frequently)

 WORKING CONDITIONS/PHYSICAL REQUIREMENTS

  • Willingness and ability to travel within and outside the zone, and to work independently with all stakeholders
  • Willingness to accept additional responsibilities
  • Willingness to work overtime as required
