Administration Officer with a Focus on Finance and HR
at the Goethe-Institut Rwanda
Full-time position (100%)

The Goethe-Institut is the cultural institute of the Federal Republic of Germany with a global presence. We facilitate international cultural exchange, promote access to the German language and support the unimpeded development of culture and science.
We are looking for a committed colleague to join the administration team at the Goethe-Institut Rwanda as soon as possible. The position is offered on a fixed-term contract for two years, with the possibility of extension.
Remuneration will be based on the local salary scheme.
Responsibilities
Finance:
- Participation in budget planning and forecasts in collaboration with the institute management and the regional institute
- Responsible for local accounting processes and liquidity management, especially cash handling and payments via banks and checks
- Ensuring financial compliance, i.e., checking invoices and supporting documents for correctness
- Responsible for preparatory accounting in cooperation with the accounting center and, if applicable, taking over specific areas such as accounts receivable, accounts payable, asset, bank, payroll accounting
- Support in preparing monthly and annual financial statements according to internal guidelines and in coordination with the institute management and the regional institute
Human Resources:
- Personnel administration, including preparation of contracts and maintaining personnel files in accordance with local law
- Review and compliance with labor, tax, and social security regulations of the host country
- Support for the institute management in reviewing and updating standard documents such as contract templates and working conditions
- Responsible for payroll processing
- Participation in personnel cost controlling
- Maintenance of attendance/absence records and monitoring of time tracking
- Responsible for OKSS
Legal, Regulatory, and Security Matters:
- Participation in monitoring compliance with safety regulations of the host country
- Responsible for contract management in the administrative area, especially rental, purchase, leasing, framework, and insurance contracts, with a focus on implementing procurement law and supporting the institute management in contract negotiations with local partners
- Support for the institute management in handling status and tax issues
Property Management and Procurement:
- Coordination and communication with the janitor and external service providers such as security, gardening, cleaning, IT
- Coordination of maintenance and construction measures on the institute’s premises
- Support in procurement, especially investments, inventory management, and disposals
Requirements
- Vocational training or university degree in management, business administration, accounting or similar field with a focus on financial accounting or equivalent knowledge and skills
- Professional experience desirable
- Excellent knowledge of Windows Office, Excel; SAP knowledge is a plus
- Negotiation skills, high level of discretion, and excellent organizational skills
- High social and intercultural competence, resilience, and stress tolerance
- Willingness to work flexible hours
- Very good knowledge of Kinyarwanda and English
- German language skills are an advantage or willingness to improve German skills outside of working hours
- Willingness to expand professional knowledge (e.g., planning and control tools of the Goethe-Institut)
- Work permit for Rwanda (only applies for non-Rwandan applicants)
